Shenyang Gong Li University was formerly the Industrial College of the Military Industry Department of the Northeast Military Region, which was founded in 1948. Shenyang Institute of Engineering was founded in 1960, and was renamed Shenyang Gong Li University in 2004.
The school is jointly funded by the Liaoning Provincial People's Government and the State Bureau of Science, Technology and Industry for National Defense, and jointly established by the Liaoning Provincial People's Government, China Ordnance Industry Corporation and China Ordnance Equipment Corporation. It is a pilot university of the "Excellent Engineer Education and Training Program" of the Ministry of Education, a scholarship receiving institution of China government for international students in China, a characteristic school of national defense education, and an institution of higher learning that recruits high-level teams.
At present, the school has 16 colleges (departments) and 6 1 6 undergraduate majors, which has formed a disciplinary layout of "focusing on engineering, highlighting national defense characteristics, and coordinating the development of science, engineering, literature, economics, management and art", and has a complete training system for undergraduate, master and doctoral talents.

The school has established stable cooperative partnerships with many universities and research institutes in Russia, Belarus, Poland, Britain, the United States, France, Germany, Finland, Canada, Malaysia and other countries. The Sino-foreign cooperative education project of chemical engineering and technology with Silesia University of Technology in Poland was approved by the Ministry of Education as an undergraduate cooperative education project.
