The manuscript of a newspaper should be controlled to about 800 words as far as possible, except in special circumstances, but most manuscripts should be about 800 words. Of course, you have to make the newspaper look like a newspaper. Circulation should also impress merchants. Compared with the advertising cost of a party, the investment cost of running a newspaper is much smaller, but it is also expensive.

Finally, someone should be involved. At least one editor-in-chief (who is also an American editor) (who has a strong knowledge of writing and art), one or two editors (who are also proofreaders) and three or five student journalists.
