Article 6 The basic application conditions for state grants are: 1. Love the socialist motherland and support the leadership of China Producers' Party; 2. Abide by the Constitution and laws, and abide by school rules and regulations; 3. Honesty and trustworthiness, excellent moral quality; 4. Study hard and make positive progress; 5. Article 10 The evaluation of state grants shall adhere to the principles of openness, fairness and impartiality.
Article 11 The application and evaluation of state grants shall be organized and implemented by institutions of higher learning. Colleges and universities should formulate specific evaluation methods according to the provisions of these measures and report them to the central competent department or the provincial education department for the record. Colleges and universities should give appropriate preference to students in special disciplines such as agriculture, forestry, water, mining, petroleum, nuclear and so on.
