The first two universities in Zhuanghe University Town are Haihua College of Liaoning Normal University and dalian polytechnic university College of Arts and Information Engineering. Haihua College of Liaoning Normal University was established with the approval of Liaoning Provincial Department of Education in July 2000, and confirmed by the Ministry of Education in February 2003. It was established by Liaoning Normal University according to the new mechanism and mode. It has five disciplines: law, literature, engineering, management and art, and has now set up 13 undergraduate major. Approved by the People's Republic of China and the Ministry of Education, dalian polytechnic university College of Arts and Information Engineering was formally established in June 2002. The college has six departments: Media Department, Environmental Art Design Department, Fashion Design and Engineering Department, Electromechanical and Information Engineering Department, Economic Management Department and Foreign Languages Department.
