The undergraduate education level (subordinate, provincial and municipal), undergraduate education system and nature (public and private) are different under the plan of higher education storage and cadre training in China. The difference of undergraduate tuition fees determined by the school-running system and the similarities and differences of graduation certificates among undergraduate (first, second and third) universities have nothing to do with the level of undergraduate institutions and the level of "academic diplomas". Therefore, the undergraduate degrees and diplomas of the first, second and third universities are the same, but the emphasis is different. Key undergraduate colleges (double-class construction colleges) focus on theoretical research, and ordinary undergraduate colleges. That is, key undergraduate courses focus on research, while ordinary undergraduate courses focus on application.
