The rural special plan is that the state requires high-level colleges and universities to come up with plans to recruit specific candidates, mark them separately and enroll them in batches.

The rural special plan is a new enrollment policy of colleges and universities, also known as the targeted enrollment special plan in poverty-stricken areas.

The special plan for directional enrollment in poverty-stricken areas is undertaken by a number of undergraduate enrollment colleges, mainly the central and local "2 1 1 engineering" colleges. It targets 832 poverty-stricken counties (referred to as the special plan for poverty-stricken areas) and provides more opportunities for rural children in poverty-stricken areas to go to college and receive education. This is also a measure to solve the imbalance of educational resources and benefit people's livelihood, which is widely welcomed by rural candidates in poor areas.

This batch of "special plans" is aimed at enrolling students in poor areas. Candidates volunteer to be divided into eight batches: advance batch, special plan undergraduate batch, undergraduate batch, undergraduate batch, undergraduate batch, three batches, special plan specialist batch, specialist batch and specialist batch. For the first time, the special plan undergraduate batch and the special plan specialist batch were added.

What is a special plan batch? The special plan will focus on arranging a number of undergraduate courses, and the universities undertaking the training tasks will be determined by the provincial government. According to the needs of economic and social development in poverty-stricken areas, especially in rural areas, agriculture, forestry, water conservancy, normal colleges, medicine and other poverty-stricken areas suitable for agriculture are in urgent need of enrollment. The state arranges the number of provincial plans according to the proportion of students in poverty-stricken areas and professional needs.

Students with household registration in poverty-stricken areas and three-year school status in local high schools can fill in special plan volunteers if they meet the registration conditions for the college entrance examination in that year. Henan will introduce a specific special plan in the near future, and candidates can pay attention to policies such as regions and candidates' application conditions.

Although there is no specific policy, one thing is certain: the special plan will increase the opportunities for candidates in poor areas to receive higher education and promote educational equity.
