He thinks that the degree of reform and opening up in China's universities is too low, which is the "last bastion of planned economy". He proposed a "virtual university" scheme, but there was no actual response. As a result, the idea of establishing an Internet-based, online and offline university emerged. After some attempts, the experiment ran aground and became the text of the open university planning book left in the computer. After working in Liren Library for several years, Yingqiang Li saw that a large number of young people were in a state of emptiness and confusion after going to college. He hoped to help students who had established good habits of independent reading, independent learning and independent thinking under the influence of Liren Library to continue in this direction, so he started Liren University Plan.

In 2007, he established the first rural library named "Liren" in Qingshi Town, Qichun County, Hubei Province.

Several good intentions and signed contracts were temporarily overturned. At that time, he felt a little "acclimatized", but later he was lucky enough to get the support of two principals, so that their plan to open only one branch in Sichuan became to open two at the same time.

In the spring of 2009, Liren * * * had four branches. Even Yingqiang Li and his wife had only five employees, but two colleagues offered to leave at the same time. Fortunately, there were three franchisees soon, which saved the day and created conditions for the establishment of the fifth branch.

The mobile library set up by the second branch library is located in three rural primary schools. A primary school principal was so happy that he urged him several times and even found a car to pull books from the library.
