The application mainly focuses on their understanding of the party, their motivation to join the party, and their main performances. After receiving the application, the party organization should determine a subordinate party branch as the development party branch. Party branches should send people to talk with party applicants in time (usually within 15 days) to educate and encourage them to join the party.

2. Development goal stage

After more than one year's training and education, activists who join the Party can become development targets only after they form written materials through discussion by grass-roots party organizations and report them to the street Party Working Committee for research and approval. The personnel department of the street organization issued a "willingness to join the party" to itself. Without the consent of the street, determine the development object without authorization and submit it to the branch meeting for discussion. The street is not allowed to pass, and the qualification of the grassroots party organization to develop party member this year is cancelled.

3. Party branch meeting stage

The Party branch fills in the party member Publicity Form to prepare for absorption and publicize the adopted development objects. The publicity period is usually 7 days. The contents of publicity include: name, gender, date of birth, education level, working hours, work unit and position, time of being listed as a party activist, contact person training, unit, place and telephone number of receiving letters and visits, etc. After the publicity, fill in the "Report on the Development of New party member".

4. Prepare for the party member stage.

Publish a file notification. Grass-roots party organizations (village party branch, community party committee, two new party branches) shall notify themselves in time after receiving the approval document of joining the Party from the Street Party Working Committee and announce it in general party membership meeting. Grass-roots party organizations (village party branch, community party committee and two new party branches) will prepare party member to be incorporated into the party branch and tell him the time and regulations for paying party dues.

5. Prepare to become a full member.

Apply for full employment and prepare for the inspection period in party member 1 year.
