The "2 1 1" project, that is, to build about 100 colleges and universities and a number of key disciplines in 2 1 century, is the largest and highest-level key construction work initiated by the state in the field of higher education since the founding of New China, and it is an important measure for the China government to implement the strategy of "rejuvenating the country through science and education".

The difference between the two:

985 engineering colleges are better than 2 1 1 engineering colleges, mainly reflected in scientific research funds and national and local support. 985 colleges and universities are all 2 1 1 projects. 2 1 1 is not necessarily 985. The Ministry of Education of China decided to support some domestic universities to establish world-class universities and high-level universities in the implementation of "Action Plan for Revitalizing Education Facing 2 1 Century", referred to as "Project 985".
