Commentary: According to media reports in Taiwan Province Province, Taiwan's education authorities have initially drawn up policies for mainland students to study in Taiwan and for mainland universities to certify their academic qualifications. According to the plan, the number of mainland students enrolled by universities in Taiwan Province Province is 1% of the total enrollment this year, about 2,000. Because the enrollment plans of different schools are different, the actual enrollment quota of each school may be 2%. At present, public universities in Taiwan Province Province only recruit master's and doctoral students, while private universities can recruit both undergraduates and postgraduates. Both public and private universities in Taiwan Province Province have high expectations for enrolling mainland students, believing that many mainland students are excellent and they can learn from each other through exchanges.

The administrative department of Taiwan Province Province has also put forward the so-called "three limits" and "six noes" principles for mainland students to study in Taiwan and recognize their academic qualifications, that is, to limit the number and majors of mainland students studying in Taiwan, entrance examinations, scholarships, work-study programs and graduation destinations.

Moderator: The authorities in Taiwan Province Province are gradually liberalizing the restrictions on mainland students going to Taiwan to study in universities. At present, many people in mainland China are still very concerned about going to university in Taiwan Province Province. So why did Taiwan Province authorities open mainland students to study in Taiwan at this time? What is Professor Zheng's consideration?

Zheng Youping: This time, the Education Department of Taiwan Province Province announced that it would start to promote mainland students to study in Taiwan Province Province. In fact, he is fulfilling the promise made by Ma Ying Nine in the election campaign. Ma Ying once said that today, the overall economy of Chinese mainland has risen, and its academic level has been affirmed and valued by the whole world. If we are still in an ostrich mentality over there, refusing to recognize Chinese mainland's academic qualifications and communicate with the academic circles in Chinese mainland, it will be regarded as a joke and called a self-enclosed mentality.

He said that if mainland students are allowed to study in Taiwan Province Province, cross-strait relations can be improved. He can let the young people in Taiwan Province Province get together with the young people in the mainland, get in touch earlier, get to know each other more, and make more friends, which will certainly contribute to the benign interaction of cross-strait relations in the future.

What's more, in recent years, Taiwan Province's economy has been depressed, and Taiwan Province's colleges and universities have expanded too fast. There are now more than 140 universities in Taiwan Province province, and some universities are simply facing the situation of insufficient students and unable to recruit full classes. Therefore, for these private universities, their operation and running have become very painful, so Ma Ying Jiu thinks that this will also help solve their problems.

Moderator: According to the regulations of Taiwan Province Province, the proportion of students from mainland China will be 1% next year, so the total enrollment this year is about 2,000. How will universities in Taiwan Province Province select and admit mainland students? Excuse me, Professor Pan.

Pan Huaizong: Yes, it was announced when it was opened, that is, 1% was added to the original quota. This means that all colleges and universities in Taiwan Province Province can accept these students, because they must be approved by the education department, which depends on their teacher content, campus size and the equipment they can provide. Therefore, if you are included in the enrollment quota, it may affect the enrollment opportunities of local students in Taiwan Province Province. In order to reduce the rebound of a small number of people, the so-called extra quota was adopted this time, so this 1% is beyond the approved quota.

For this matter, the education authorities in Taiwan Province also stipulate that no single school, public or private, can enroll more than 2% students at most. That is to say, for example, Yangming University, where I teach, has 4,000 students at present, so this small and beautiful school with 4,000 students can't enroll more than 80 mainland students at most.

However, I would like to add that according to the current situation, national universities cannot recruit undergraduates, and only private universities can recruit undergraduates.

Zheng Youping: As Professor Pan said just now, I would like to emphasize that because of the qualifications of middle schools and high schools that Taiwan Province Province has long recognized, some students who want to study in universities can apply for undergraduate courses in Taiwan Province Province, which is a part of the graduate school. This will have to wait, because Chinese mainland Province is now discussing which mainland universities should recognize their academic qualifications, and in principle, they are all key universities among universities. Therefore, in this way, Taiwan Province Province, especially the research institutes of public universities, as Professor Pan said, can basically only recruit graduate students first, and college students are probably in private universities.

Pan Huaizong: Besides, if he applies for the exam, he certainly won't have the so-called unified exam. Because this unified examination is difficult to do, the school will be authorized to decide how to recruit students by itself. So this has become the so-called application system, which is a bit like each school applying by itself. What appears in the middle is whether you are applying for a postgraduate or an undergraduate college. As far as I know, if you apply for a bachelor's degree, you can only apply in a private university. He may ask for at least two things. One thing is you. Did that student take the so-called advanced exam in Chinese mainland, that is, the college entrance examination? What are your college entrance examination scores? The second is that you have to hand in your three-year high school grades, so I think these two are the least you have to hand in. Of course, each school may have other requirements, such as whether you have other extracurricular activities, what kind of honor you have, such as whether you have won a speech contest, played basketball or baseball, and so on. As for the undergraduate reunion, there will be no so-called interview, because as I said just now, these are all written comments. Personally, I think the interview will be more difficult, because if you have a large number of undergraduates, and it's actually nothing special, because there is no special performance of the so-called research in high school for three years, I think the chance of oral examination is not high.

But graduate school is not necessarily like this, because graduate school depends on whether you participated in research when you were in college, so I think it is very likely that at least some schools will ask for an interview, so the interview will include him at this time and tell us what his purpose is, what he wants to do after graduation and what his interests are.

Moderator: So Professor Zheng, which colleges and universities in Taiwan Province Province can mainland students apply for, and what majors can these colleges and universities study?

Zheng Youping: I think in principle, private organizations will account for 70% to 80% of the 2000 places in the future. Therefore, private schools and private universities in Taiwan Province Province are actually quite good. Of course, there are some poor schools. This is undeniable, but it is more famous. Soochow University, for example, once belonged to Mr. Liu Zhaoxuan, the head of our administrative department, and its alma mater was in Chinese mainland. For example, Fu Jen Catholic University now has its former site in Beijing. Besides, Tamkang University was established in Taiwan Province Province, which is also a very good school. There is also a famous Chinese Culture University, which is the highest institution in Taiwan Province Province, because it is above Yangming Mountain, with the highest altitude and excellent scenery. Besides these, there are Ming Chuan University, Shih Chien University and Shixin University in Taipei.

The point is that many universities have their own characteristics. For example, the two schools, Shixin and Mingchuan, which I just mentioned, and the Cultural University, are all in the media field, and they are on the cover of Taiwan Province Province, which means that they have great influence and alumni are all over the media system, so if you finish your studies here, it is particularly convenient for you to go to the local media for internship. For example, Yangming University, where we are pregnant with Zongxiong, is the top in Taiwan Province Province in the medical field, so medical students will know that Yangming and Chang Gung are both famous schools, and of course, Taiwan Province Provincial University and National national cheng kung university are not a problem.

What deserves our special attention is that there are actually many departments in Taiwan Province Province, including high-tech fields, enterprise management and marketing fields, cultural and creative fields, etc., which are all fields and courses worthy of young students from Chinese mainland to study here.

Pan Huaizong: I would like to add that public universities in Taiwan Province Province are basically better equipped than private universities. So this time, it is open to our mainland students to apply for universities. He only runs private universities. Obviously, it excludes better public universities. At that time, we questioned the educational institutions in Taiwan Province Province and said, Why do you want to open second-rate schools to mainland students? What they mean is that because these public universities are subsidized by most authorities, their tuition and miscellaneous fees are basically less than half (less) than those of private schools, so he is afraid that someone will rebound and say, why do you give so many resources to so-called mainland students instead of local students in Taiwan Province Province? However, we think this is still wrong. We hope that this quota of public universities can be gradually opened in the future so that mainland students can also apply. So I also appeal here, that is to say, if mainland students can be admitted to first-class universities in mainland China, I don't think it is necessary to study in Taiwan Province Province. But if you are a second-rate school in Chinese mainland, you can consider whether you can come to Taiwan to study in other private universities.

Zheng Youping: I think I quite agree with what General Manager Huai just said, but there is another possibility. I think it's a good thing that you suggested to mainland students that freshmen and seniors don't have to study in Taiwan Province Province. For example, if you are admitted to Fudan University and you are admitted to Zhejiang University, you will study for two or three years first, and then come to a short-term school in Taiwan Province Province to study for credits.

Moderator: Just now Professor Pan mentioned the issue of tuition and miscellaneous fees for students. So if a mainland student wants to study in Taiwan Province Province now, for example, besides his tuition and fees, is his living expenses also a large sum?

Pan Huaizong: Yes, according to a large-scale survey, the average tuition and miscellaneous fees for a semester in public schools are about NT$ 25,000, so it is about NT$ 50,000 a year, so the average annual tuition and miscellaneous fees for private schools are about NT$ 100000, so it is about twice that of public schools.

According to this survey, children's expenses actually account for only half of tuition and miscellaneous fees, and most of them are spent on living expenses. What we're talking about now is living expenses. Whether attending public or private schools, the living expenses are basically the same. On average, a child spends NT$ 1.3 million a year in Taiwan Province Province, ranging from NT$ 1.2 million to NT$ 1.3 million. So roughly speaking, on average, we need NT$ 10,000 a month. So, does this 10 thousand Taiwan dollar include spending a lot of money on your girlfriend or buying a lot of mobile phones? This doesn't count. As long as we count his general meals, entertainment and accommodation, it will cost about NT$ 1 10,000, so in this way, about 50,000 RMB can complete the life of such a university for one year.

Moderator: At the same time that mainland students are opened to study in Taiwan Province Province, the administrative department has also adopted policies such as "three restrictions and six noes", including restricting the admission of colleges and universities, restricting the admission of doctoral degrees, and not providing scholarships. What do you think of these regulations?

Professor Zheng: The so-called "three limits and six noes" means "three limits" first, that is, "restricted schools and restricted districts". "Limited schools" refers to which schools in Chinese mainland he will be restricted to attend graduate school. At the same time, there will be new regulations on which schools in Taiwan Province Province can accept graduate students and which schools can only accept college students first. Of course, the limit is probably not more than two thousand a year. The third restriction is the restriction of fields. According to the preliminary understanding, the idea they discussed is that there are high-tech fields, such as nuclear energy, and other fields related to medicine and pharmacy, which may be considered as restrictions and will not recruit mainland students for the time being.

Pan Huaizong: Here, I want to add a part about restricting the admission of colleges and universities. That is to say, there are many universities in Chinese mainland, maybe thousands, but at present, he only accepts the academic qualifications of 36 top universities in the 985 Project, which means he doesn't recognize all your academic qualifications except these 36 universities. That is to say, after the opening up, only students from 36 schools currently recognized by Taiwan's education authorities can come to Taiwan Province Province for postgraduate study, and nothing else will do.

In other words, it is just mentioned by the host, that is to say, the part that restricts the acceptance of medical qualifications. Because the departments of medicine and dentistry in Taiwan Province Province strictly limit his enrollment quota every year. In other words, if I only recruit a few students a year, I can guarantee that they will have a good job and a good income after graduation. So now, if you say that it is suddenly open to all medical students in Chinese mainland and the motherland today, and if they can all come to take photos and do research, it will be amazing, and the number of doctors in Taiwan will increase exponentially at once. Everyone's salary will drop, so people in the department of medicine, the department of dentistry and our medical field just refuse to accept it, and you can never open your degree and accept it openly.

At the same time, at this time, we all know that the medical profession in Taiwan Province Province has been asking our mainland, and the mainland of our motherland can be open to students who graduated from the Department of Medicine in Taiwan Province Province, and doctors can apply for practicing in the mainland. At that time, I also knew that our general secretary also agreed and was helping this matter, and now it is also limited to openness.

Therefore, our side refused to open to the outside world, but asked others to open to the outside world. I think I also spent the time of this program telling you about such a situation, which is very strange. I think in the future, we also want to say that everyone can be the same. If you can take the exam here, you have to be admitted there. I think this is fair. However, I also hope that everyone can understand, forgive us and forgive us. He is walking step by step, and we finally hope to reach a state where everyone is the same.

Zheng Youping: I think so. Taiwan Province Province is now open to recognize (part of) mainland academic qualifications, and now it benefits directly. Not only mainland students come to Taiwan Province Province to study, but also Taiwan Province Province. There are nearly 7,000 students studying in colleges and universities in Chinese mainland, so these 7,000 students must be able to find jobs or take photos when they return to Taiwan Province Province in the future. It is even possible that if the government policy is loose enough, they will hold public office, and this space will be opened. Therefore, for mainland students, because in other policy areas, Taiwan Province Province also encourages industries in Taiwan Province Province to hire R&D talents with related majors and technologies in Chinese mainland. If so, you still have a chance to find a job after mainland students finish their studies in Taiwan Province Province.
