What are the requirements for non-transfer to agriculture?
(1) Farmers whose land has been expropriated have voluntarily returned to the countryside, and have gone through the formalities of changing from agriculture to non-agriculture, but now they are required not to change.
(2) I, my spouse or their unmarried children have no fixed occupation in the city, and have allocated homestead and built houses in the countryside.
(3) One spouse is a rural hukou, and the other spouse is a rural hukou. Non-agricultural registered permanent residence spouses have no stable jobs in cities and live in rural areas for a long time. If this group of people want to move their hukou back to the countryside, they only need to provide marriage certificates and unemployment certificates.
(4) College students who were originally from agricultural registered permanent residence, college graduates who went out for the college entrance examination in rural areas, many of whom have moved out of their registered permanent residence. The state has long encouraged college students to go home and start businesses. These college students can move their registered permanent residence back to their original places as long as they provide university diplomas and unemployment certificates.
(5) If there is no fixed occupation and housing in cities and towns, or if parents live together in rural areas and are unmarried, they can move their household registration back as long as they provide proof of unemployment and no housing.
(6) Rural veterans can move back without a fixed job and move out of rural hukou directly after enlisting. If there is no job arrangement after discharge, there has been no fixed job, and you have been living in the countryside since discharge, you can move your hukou back to your hometown.

Article 9 of the Opinions on Further Promoting the Reform of the Household Registration System establishes a unified household registration system in urban and rural areas. Cancel the distinction between agricultural registered permanent residence and non-agricultural registered permanent residence, as well as the blue-printed hukou and other types of hukou derived from it, and register them as resident hukou in a unified way, reflecting the population registration management function of the household registration system. Establish education, health and family planning, employment, social security, housing, land and population statistics systems that are compatible with the unified household registration system in urban and rural areas.
