Provisions on the administration of Internet bulletin board services:

Article 1 In order to strengthen the administration of Internet announcement services (hereinafter referred to as announcement services), standardize the release of electronic announcement information, safeguard national security and social stability, and safeguard the legitimate rights and interests of citizens, legal persons and other organizations, these Provisions are formulated in accordance with the Measures for the Administration of Internet Information Services of this Law.

Article 2 These Provisions shall apply to the provision of bulletin board services and the use of electronic bulletin boards to release information within the territory of People's Republic of China (PRC).

The term "bulletin board service" as mentioned in these Provisions refers to the act of providing Internet users with information release conditions through electronic bulletin boards, electronic whiteboards, electronic forums, online chat rooms, message boards and other interactive forms.

Article 3 Bulletin board service providers shall abide by laws and regulations, strengthen industry self-discipline and accept supervision and inspection when carrying out service activities. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government and other relevant competent departments shall be organized and implemented by the Telecommunications Administration of the Ministry of Information Industry according to law.

Article 4. Internet users who use the bulletin board service system shall abide by laws and regulations and be responsible for the information released.

Article 5 Whoever engages in Internet information services and intends to provide bulletin board services, special applications or special filing shall apply for commercial Internet information services or non-commercial Internet information services authorized by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government or the Ministry of Information Industry for filing.

The Ministry of Information Industry or the Telecommunications Administration of the people's government of a province, autonomous region or municipality directly under the Central Government shall test, approve or put on record the Internet information service within a specified time, especially indicating the business license or filing documents; Do not meet the conditions, shall not be approved or filed, and notify the applicant in writing, explain the reasons.

Article 6 The development of bulletin board services shall comply with the Measures for the Administration of Internet Information Services.
