Twenty-sixth one of the following circumstances, will not be considered to change majors, transfer:
(a) Freshmen who have been in school for less than one semester;
(2) From general institutions to key institutions;
(3) From junior college to undergraduate course;
(4) Grade 3 or above, or Grade 2 or above;
