Article 2 This Code is applicable to teachers and researchers engaged in teaching, scientific research and other related work in our school. Visiting scholars and advanced teachers who study and work in our school, as well as personnel who carry out various academic activities in our school in the name of visiting scholars or advanced teachers, are also applicable to this Code.

Article 4 The academic activities of teachers in institutions of higher learning shall follow? Let a hundred flowers blossom and a hundred schools of thought contend? Chapter II Academic Norms Article 5 Basic academic norms
(a) to carry out scientific research, we should retrieve relevant documents, understand the research results of others, and recognize and respect the intellectual property rights of others.
(two) to apply for a scientific research project, the person in charge and the participants must be the actual researchers, academic activity instructors, experimental and other auxiliary personnel of the project.
Article 6 Academic citation norms
(a) scientific research and its achievements should be rational use of citations, citations should be based on the principle of original documents and first-hand information, and when quoting other people's views, plans, materials, data, etc. , whether published or not, whether it is paper or electronic text, it should be indicated in detail. Where a work of another person is quoted from a work of a third person, the place of quotation shall be indicated.
(2) The purpose of quotation should be to introduce and comment on a work or explain a problem; The quoted part cannot constitute the main part or substantial part of the quoted work.
Article 7 Description of academic achievements
(a) the signature of academic achievements should be practical and realistic, and cooperative works should be signed in order of their contribution to scientific research achievements, unless there are other disciplines' signature practices or the authors agree otherwise. Any cooperative work must be reviewed by all signatories before publication. All signatories should bear academic, moral and legal responsibilities for the completed part, and the host of the work should be responsible for the whole work.
(two) academic achievements should not be published repeatedly, otherwise agreed to publish again, should indicate the source or explain the situation.
(three) major scientific research achievements that have not been rigorously demonstrated within the academic community should not be announced to the media.
(4) When publishing the final results of legally funded research projects, the source of funding should be indicated in an appropriate way to thank the individuals or institutions that provided guidance, advice, help or funding. Labeling or thanking must be practical and realistic, and fraud is not allowed.
Article 8 Academic evaluation norms
(a) academic evaluation should adhere to the principles of objectivity, fairness and science, and adhere to the peer expert evaluation and avoidance system.
(2) Academic evaluation should be based on academic value, social benefits and economic benefits. Natural science and technology should be based on revealing natural laws, exploring natural phenomena and solving problems in science and production practice; Philosophy and social sciences should adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and? Theory of Three Represents theory? Important ideas as the standard.
(3) When introducing and evaluating one's own or others' works, we should follow the principles of objectivity, fairness and science, and conduct comprehensive analysis, evaluation and demonstration on the basis of fully grasping domestic and foreign materials and data. Evaluation institutions and evaluation experts shall be responsible for their evaluation opinions, confidential information shall be kept confidential, and be responsible for the consequences caused by improper evaluation, false evaluation, leakage, disclosure of false information or malicious slander. The wording of evaluation opinions should be rigorous, accurate and careful? Original, pioneering, pioneering, leading internationally, and filling major gaps? Words like that.
Article 9 Academic criticism norms
(1) Vigorously advocate academic criticism and actively promote free discussion, mutual exchange and academic contention among different academic viewpoints.
(2) Academic criticism should be academic-centered, text-based and convincing. Academic criticism shall not damage reputation, fabricate facts or take revenge.
Chapter III Academic Responsibility Article 10 Schools shall perform the following duties in the construction of teachers' academic ethics:
(a) the formulation of teachers' academic ethics and related policies, and widely publicized to teachers.
(two) before the recruitment, promotion of professional titles, project approval and review, carefully examine the candidates' compliance with academic ethics. If there is a serious violation of academic ethics, one vote will be rejected.
(three) to investigate the behavior of violating academic ethics, and make a clear conclusion, and give disciplinary sanctions to those responsible for violating academic ethics according to the circumstances.
(four) to inform teachers of the handling of violations of academic ethics.
Eleventh teachers shall not have the following acts in violation of academic ethics:
(1) deliberately fabricating or tampering with research results, experimental data or quoted materials in order to reach a conclusion that conforms to one's subjective will.
(2) Plagiarizing other people's published or unpublished works, or plagiarizing other people's academic viewpoints and ideas.
(3) Failing to truthfully report academic experience and academic achievements when filling in a personal academic statement, or forging academic ability certification materials such as expert appraisal and certificates.
(four) did not participate in the actual research or writing, without the consent of the original author, signed the published works of others; Declare a project as a project participant without the consent of others or knowing that it is impossible to participate in the project research.
(five) for individuals or units to seek illegitimate interests, through the news media released according to the discipline practice should be verified by schools or other academic institutions of major scientific research achievements.
(6) Deliberately exaggerating the academic value, economic benefits and social benefits of the research results.
(seven) in violation of national laws and regulations or the confidentiality provisions of the school, the academic matters that should be kept confidential are leaked to the outside world.
Article 12 Teachers and researchers who violate the academic ethics stipulated in Article 11 shall be given administrative sanctions according to their seriousness:
(a) belongs to the first, second and third cases of Article 11 of this specification, causing adverse effects, giving demerits, demotion and dismissal; If the circumstances are serious, they shall be dismissed or expelled.
(two) belong to the fourth, fifth, sixth and seventh cases of Article 11 of this specification, depending on the seriousness of the case, give a warning or demerit; If the circumstances are serious, a demerit or dismissal shall be given.
Article 13 The academic committee of the school is responsible for evaluating the principles, policies and existing problems of the school's academic ethics, conducting an independent investigation on the academic ethics of the objects to which this Code applies, and providing clear investigation conclusions and suggestions to the principal.
Fourteenth school academic committee office is responsible for accepting academic ethics complaints. The office of the Academic Committee shall, within five working days after receiving the report, discuss with the members of the Academic Committee of this discipline and the dean and dean of the department where they belong, listen to the defense and explanation of the accused, and then decide whether to formally file an investigation on the report.
Fifteenth of the reports formally included in the investigation, the office of the Academic Committee informed the informants, and instructed the relevant departments of the Academic Committee to find out the relevant facts and make a conclusion within one month. When necessary, the informant, defendant and witness may be notified to explain the situation or provide evidence. If the object of investigation involves department heads or members of the academic committee, the director of the academic committee may designate a special working group to find out the facts and conclusions of the complaint.
Sixteenth academic committee members involved in academic ethics issues, or have close relatives with the parties, should take the initiative to avoid the investigation. The parties have sufficient reasons to prove that the above-mentioned persons have special interests with themselves and should not participate in the investigation. With the approval of the director of the academic Committee, they may ask the relevant personnel to withdraw.
Seventeenth academic committee office in the process of accepting complaints, must take appropriate measures to protect informants and witnesses.
Eighteenth academic committee office shall notify the complainant and the respondent in writing of the results of deliberation and handling. If the respondent is dissatisfied with the appraisal results, he may request the academic committee to hold a public hearing and reconsider.
Article 19 The president's office will formally decide to impose administrative sanctions on the parties concerned on the recommendation of the academic committee. And revoke all awards or other qualifications obtained through such violations of academic ethics. If a party's behavior infringes upon the rights and interests of other individuals or units, he may be ordered to publicly apologize to the relevant individuals or units and compensate for the losses while being given administrative sanctions.
Twentieth penalty decision shall be made and served on the parties. Within 30 days after receiving the punishment decision, the parties concerned may lodge a complaint with the competent authority at the next higher level, and the execution of the punishment decision will not be stopped during the complaint period. The penalty decision shall be notified to the informant at the same time. If the informant thinks that the punishment is improper, he may raise an objection to the relevant competent authority at the next higher level within 30 days after receiving the notice.
Twenty-first before the principal's office makes a decision on punishment or organization, all procedures and materials shall be kept confidential except for the public hearing, and all persons involved shall not disclose the investigation and handling.
Chapter IV Supplementary Provisions Article 22 The Office of Academic Committee of the University shall be responsible for the interpretation of these Provisions.
Twenty-third the provisions shall come into force as of the date of issuance.
