The draft adds provisions that those who organize or instigate others to steal or use others' identities instead of others' admission qualifications are public officials and will be punished according to law; If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
