Regulations of China University of Political Science and Law on the Administration of Associations

(Promulgated and implemented on February 23, 2007 +65438) Article 1 In order to standardize the establishment of student associations and ensure the reasonable establishment and stable development of student associations, these Regulations are formulated in accordance with the Measures for the Administration of Student Associations of China University of Political Science and Law and the Articles of Association of Student Associations of China University of Political Science and Law.

Article 2 The student associations of China University of Political Science and Law refer to students with the same interests and hobbies registered in our school. It is voluntarily registered and established in accordance with the conditions and procedures for the establishment of the association. It has its own articles of association, the purpose of the association, the organization, the person in charge and the regular members, and conducts activities in accordance with its own articles of association and purpose, not for profit.

Article 3 These Regulations shall apply to the establishment of student associations in China University of Political Science and Law.

Article 4 China University of Political Science and Law shall meet the requirements and follow the procedures when establishing a student association. Fifth eligible individuals have the right to initiate and apply for the establishment of student associations in accordance with the procedures stipulated in these regulations.

Article 6 The establishment of a student association shall be initiated by three or more students, and the promoters shall meet the following conditions:

(1) Having the official student status of China University of Political Science and Law;

(two) abide by the laws and regulations of the school, without any record of violation of discipline;

(3) students above the second year of college;

(four) excellent academic performance, compulsory courses without failing;

(5) Other conditions that should be met.

Seventh any of the following circumstances shall not initiate the establishment of a student association:

(a) the person in charge of the association who was dismissed for violating the relevant provisions;

(two) has served as the main position of the student organization;

(3) Having served as the person in charge of a student association;

(four) other circumstances that are not suitable for initiating the establishment of student associations.

Article 8 An association initiated and established must have a standardized constitution and a clear purpose, and the constitution and purpose of the association shall not violate the laws and regulations of the state and the rules and regulations of the school.

Article 9 An association shall formulate articles of association in accordance with the provisions of these Regulations, and carry out activities according to its purpose within the scope of articles of association, which shall be binding on all its members.

Article 10 The articles of association shall include the following contents:

(a) the name of the student association;

(two) the purpose, main tasks and activities of the student associations;

(three) members of the association and their rights and obligations;

(four) the conditions of the person in charge of the student association and the procedures for its creation and change;

(5) Procedures for the formation of student organizations;

(6) Procedures for amending the Articles of Association;

(seven) other matters required by the articles of association.

Eleventh associations must have a fixed name, reflecting the purpose and characteristics of the association. Generally, names composed of foreign characters, Chinese phonetic letters and Arabic numerals are not used, and names that harm the interests of the state and society and violate public order and good customs are not allowed.

Article 12 The name of the association shall be concise and clear, and the full name shall be titled "China University of Political Science and Law". The association shall carry out external activities or use the full name in publicity materials.

Article 13 The full members of the Association shall be students with the official status of China University of Political Science and Law. Students who exchange and study in our school can become honorary members, but they have no right to vote, stand for election and stand for election.

Fourteenth members of the association should reach a certain scale. After the student association is formally established, the total number of members is generally not less than 20.

Article 15 An association shall establish a complete internal organization according to its articles of association and purpose, and define the functions of each organization. Article 16 An application for establishing an association shall be submitted to the supervision department of the association in accordance with these regulations.

Article 17 Where the promoters of an association apply for the establishment of an association, they shall submit written application materials.

Article 18 The written application materials for establishing an association include:

(a) a written application for the establishment of the association;

(2) Personal data of the promoters of the association;

(3) Personal data of instructors employed by the Association;

(four) the opinions of the instructors hired by the association;

(five) the opinions of the Youth League Committee of the school where the promoters of the association are located;

(6) Articles of association of student associations.

Nineteenth written application materials for the establishment of an association must have a standardized format.

Article 20 A written application for the establishment of an association shall briefly explain all the matters specified in Chapter II of these Regulations.

Article 21 The personal data of the promoters of an association shall specify in detail the basic personal information (including name, gender, nationality, native place, department, class, student number, ID number, contact information, etc.). ) and resume, as well as other relevant information.

Article 22 The Ministry of Supervision accepts the application for establishing an association and registers it.

Article 23 The Ministry of Supervision shall examine the written application materials for the establishment of the association; After the Ministry of Supervision has passed the examination, it shall fill in the Registration Form for the Establishment of Student Associations in China University of Political Science and Law, and report it to the Presidium of the Association for examination and approval.

Article 24 The examination of application materials by the Ministry of Supervision includes:

(a) the written application materials for the establishment of the association are complete and standardized;

(two) the written application materials for the establishment of the association are true and valid, and meet the conditions for establishment.

Article 25 When necessary, the Ministry of Supervision may conduct an investigation or hold a hearing on matters related to the establishment of an association, and examine the application for the establishment of an association.

Article 26 If the Ministry of Supervision refuses to pass the examination, it shall promptly notify the promoters of the association and explain the reasons.

Twenty-seventh written application materials are incomplete or the format is not standardized, the Ministry of supervision shall inform the promoters of the association to fill in the materials or standardize the format of the materials in time; If the materials or standard format are not completed within 30 days after being notified by the Ministry of Supervision without justifiable reasons, the review will not be passed.

If the information in the written application materials is untrue, invalid or does not meet the conditions for establishment, it will not pass the examination.

Twenty-eighth associations approved by the Youth League Committee of the school shall be announced by the supervision department of the associations; Since the date of the announcement, the association can carry out activities.

Twenty-ninth after the approval of the establishment of the association, it shall convene a general meeting of members, and the Ministry of Supervision shall send supervisors to participate. The association held a general meeting and was formally established.

Article 30 The general assembly of the Association shall determine the first person in charge of the Association and the person in charge of the organization, fill in the Registration Form for the First Person in Charge of the Student Association of China University of Political Science and Law and the Registration Form for the First Person in Charge of the Student Association of China University of Political Science and Law, and report them to the Ministry of Supervision for the record.

Article 31 If an association needs to recruit new members after its establishment, it shall recruit new members in accordance with relevant regulations. Article 32 After the establishment of a student association, the person in charge of the association shall register with the association supervision department within two weeks after the start of each semester in accordance with the provisions of the Measures for the Administration of Student Associations of China University of Political Science and Law on the registration of student associations.

Thirty-third for students' associations that are not established according to the regulations or are not registered in the new semester, the supervision department of the associations will punish them according to the Regulations on Administrative Punishment of Students' Associations of China University of Political Science and Law.

Article 34 The right to interpret these Regulations belongs to the Supervision Department of China University of Political Science and Law.

Article 35 These Regulations shall come into force as of the date of promulgation.

Regulations of China University of Political Science and Law on the Change Management of Student Associations

(Promulgated and implemented on February 23rd, 2007 +65438) Article 1 The Articles of Association are formulated in accordance with the Measures for the Administration of Student Associations of China University of Political Science and Law and the Articles of Association of Student Associations of China University of Political Science and Law, in order to standardize the procedures for the change of student associations, strictly select the leaders of student associations and ensure the sustained and stable development of student associations.

Article 2 These Regulations shall apply to all registered student associations of China University of Political Science and Law.

Article 3 The transition of student associations shall follow the transition procedures and adhere to the principle of "fairness, justice and openness".

Article 4 The Supervision Department of the Federation of Student Associations of China University of Political Science and Law shall supervise the change of student associations. Article 5 An application shall be submitted to the supervision department of the Federation of Associations for the general election, and the general election activities shall be carried out only after the application for the general election is approved.

Article 6 In principle, the time for the general election of the Association is at the end of the semester. If there are special circumstances, the reasons should be explained to the regulatory department of the association.

Article 7 An association that needs to be re-elected shall submit an application for re-election to the Ministry of Supervision one week in advance, submit written application materials for re-election and fill in the application form for re-election.

Article 8 The written application materials for the general election include:

(1) A written application for changing the association;

(two) summary of the work of the current person in charge of the association during his tenure (including the operation of the association and the holding of activities, etc.);

(three) the detailed financial report of the current person in charge of the association during his tenure;

(4) The list of candidates to be selected shall contain the basic information of each candidate (name, gender, age, political outlook, college class, etc.). ) and basic work experience in society (positions held, activities participated in and organized, etc. ).

Article 9 The written application materials for the general election shall be in a standardized format.

Article 10 The Ministry of Supervision accepts the application for change of associations and registers it.

Article 11 The Ministry of Supervision shall review the written application materials for the general election; After the examination and approval, the supervision department will publicize the names of the candidates for community leaders to the whole school and accept the supervision of the whole school.

Article 12 The examination of application materials by the Ministry of Supervision includes:

(a) the written application materials for the change of the association are complete and standardized;

(two) the written application materials for the general election of the association are true and effective, and meet the conditions for the general election.

Thirteenth after three days of publicity, if there is no objection, the supervision department will apply to the Youth League Committee for approval.

After the Youth League Committee approves the application for general election, the club can make preparations for the meeting. Article 14 A general meeting of members shall be held to elect the person in charge of the association; The supervision department of the Federation sent supervisors to supervise the conference.

Fifteenth general meeting set up a moderator, announced the meeting process and the general election method.

Article 16 The brief procedures of the shareholders' meeting are as follows:

(1) Members attending the meeting sign in;

(two) the host presided over the meeting;

(3) Work summary and financial report of the current person in charge during his tenure;

(4) Announcing the list of candidates;

(5) candidates speak;

(6) Voting and announcing the election results;

(7) The supervisor notarizes the election procedure;

(eight) the new community leaders to speak;

(nine) the moderator announced the end of the general election meeting.

The number of members attending the meeting shall not be less than two-thirds of the registered members of the student association.

Seventeenth elections can be held by show of hands, by secret ballot and by secret ballot.

Eighteenth election measures shall be formulated by the student associations in accordance with the articles of association.

Nineteenth candidates who have won the support of more than half of the members present at the meeting are elected as the heads of the new association.

Article 20 The person in charge of a new association may not hold a major position in a student organization or other association.

The main positions refer to the chairman, vice-chairman and deputy director of the school-level student organization, and the first person in charge of other societies. Article 21 The Ministry of Supervision announces the results of the general election of mass organizations to the whole school.

Twenty-second publicity time is three days, and students will be supervised during the publicity period.

The Ministry of Supervision accepts objections and complaints about the election results.

Twenty-third during the publicity period, the elected person is the person in charge of the association, and the original person in charge has the right to participate in the major decision-making activities of the association.

Twenty-fourth publicity expires, the Ministry of Supervision has not received any objections or complaints, and the elected person officially becomes the new person in charge of the association.

Twenty-fifth the new person in charge must fill in the registration form of the association person in charge and the registration form of the organization person in charge. Twenty-sixth in violation of the general election of student associations, the supervision department of the association shall be punished according to the Regulations on Administrative Punishment of Student Associations of China University of Political Science and Law.

Article 27 The right to interpret these Regulations belongs to the Supervision Department of China University of Political Science and Law.

Article 28 These Regulations shall come into force as of the date of promulgation.
