Northwest Normal University, formerly known as Teachers College of Shi Jing University, was founded in 1902, which initiated the modern higher normal education in China.

1898, the Qing government formulated the Constitution of Shi Jing University, which stipulated that Shi Jing University could be divided into two categories: general education and specialized education, with a teacher camp and a compilation bureau.
