The headmaster is actually only responsible for teaching and other business work, and the key personnel work is the responsibility of the party Committee under the leadership of the party secretary. In the ranking of presidents of colleges and universities, the party secretary is the first, and the president is behind the party secretary. The appointment of party secretary and principal is also in the hands of the party affairs department. For example, local colleges and universities are appointed and removed by the Education Committee of the Provincial Party Committee, subordinate colleges and universities are appointed and removed by the Party Group of the Ministry of Education, key colleges and universities are appointed and removed by the Central Organization Department, and top colleges and universities are appointed and removed by the Central Committee. This is the way that the ruling party manages colleges and universities through the means of "organizing and leading", which is also the so-called principle of "the party manages cadres".
