May 1928 witnessed the "May 3rd" tragedy in Jinan that shocked China and foreign countries. Affected by it, Shandong University founded by 190 1 had to close down. He Siyuan, then director of the Education Department of Shandong Province, reported to the Ministry of Education of Nanjing National Government for approval shortly after the closure of Shandong University, and established the Preparatory Committee of National Shandong University, intending to re-establish the National Shandong University. Zhao Taimou was nominated as a member of the Preparatory Committee. He left Nanjing for Shandong.

National Shandong University entered the formal operation stage, and the Ministry of Education of Nanjing National Government adjusted the preparatory committee and hired Cai Yuanpei and Yuan Jiapu as the preparatory committee members. Cai Yuanpei advocated that the National Shandong University be located in Qingdao. He believes that Jinan extends in all directions and the military strategists must compete. Troubled times are not suitable for running a school. Qingdao, located on the peninsula, can escape the war and is an ideal place to run a school. The Ministry of Education accepted Cai Yuanpei's suggestion and decided to change the school site to Qingdao. At the same time, the National Preparatory Committee of Shandong University was changed to the National Preparatory Committee of Qingdao University. 1930 The preparatory work was completed in June, and the National Qingdao University was formally established. The private Qingdao University founded by 1926 was closed, and the whole school building was transferred to the National Qingdao University. The principal is Yang Zhensheng, the dean of Tsinghua University and the dean of literature recommended by Cai Yuanpei, and Zhao Taimou is the dean of National Qingdao University.
193 1 September 18th Incident, the Japanese army occupied three northeastern provinces. Teachers and students of Qingdao University formed a petition group to Nanjing, demanding that Nanjing National Government send troops to fight against Japan. After being reprimanded by the Ministry of Education, President Yang Zhensheng asked him to resign on the grounds that "the patriotic spirit of the punished students was frustrated and had nothing to do with the school discipline and national laws". At the beginning of 1932, the Ministry of Education instructed Qingdao University to carry out rectification and agreed to Yang Zhensheng's resignation. At the same time, the National Qingdao University was changed to the National Shandong University, and Zhao Taimou was appointed as the president.
After Zhao Taimou became president, he made some changes that were in line with the actual situation of Shandong University at that time. On the basis of continuing to adhere to the policy of "inclusiveness and academic democracy" put forward by Yang Zhensheng, he put forward his own ideas on all aspects of school construction and overcame various difficulties to implement them.
Zhao taimou has a small notebook, which records outstanding talents in various disciplines. After mastering the situation and understanding the dynamics, he personally hired or entrusted. Since he first became president, Shandong University has hired more than 50 teachers. It can be said that everyone is an expert and scholar with knowledge, expertise and achievements. The liberal arts include: Ding Shan, Lao She (Shu Sheyu), Hong Shen, Sun Dayu, Xiao Difei, Zhang Xu, Zheng, Shui Tiantong and Zhou Xuepu. Science subjects include: Wang, Tong Dizhou, Zeng Chengkui, Ren Zhigong, Wang Hengshou, Li Da, Chen, etc. Engineering courses include: Zhao Dizhi, Li Liangxun, Wu, Zhou Chengyou, etc. Hao Gengsheng and Song, two PE teachers, were also introduced. Zhao Taimou advocated giving full play to the role of professors in running schools, and set up school affairs committees and various special committees with the president as the chairman and professors as the main body, so as to run schools by professors, carry forward democracy and brainstorm. The school affairs committee is both the legislature and the highest authority. Decisions on major issues in the school are submitted to this Committee for discussion and decision. Under the direct leadership of President Zhao Taimou, special committees were set up for scientific research, teacher recruitment, graduation examination and school building construction.
President Zhao Taimou regards the style of study as the spiritual pillar of the school. The formation of a good style of study must be the result of the strict requirements and self-pursuit of the school's faculty and staff led by the principals and professors. In order to ensure the quality of graduates, the school has set up a graduation preliminary examination Committee to handle graduation examinations and audit results. For example, 1935, the graduation experiment committee is composed of experts such as Liu, vice president of Beiping Research Institute, dean of College of Arts of Sun Yat-sen University, Zeng Zhaolun, director of chemistry department of Peking University, Zheng Yanfen, director of physics department of Zhejiang University, He Siyuan, director of Shandong Education Department, and eight professors from the school. 1936, the anti-Japanese national salvation movement of college students in Shanshan is surging. President Zhao Taimou has been criticized more and more by the Ministry of Education, and the local government has allocated less and less funds for running schools. Under the double pressure of politics and economy, President Zhao Taimou felt overwhelmed and resigned as President of National Shandong University in August. 1936. He ended his first term in Shanda for four years and five months.

After the outbreak of the Anti-Japanese War, the National Shandong University moved to Wanxian County, Sichuan Province, and was soon ordered by the Ministry of Education to merge into the National Central University. Shandong University does not actually exist.
After the end of the Anti-Japanese War, National Shandong University was allowed to resume school in February 1946, and Zhao Taimou became the president again after a lapse of 10. Shandong University, which has been closed for eight years, has lost its teachers, students, teaching equipment and instruments, and its school buildings have been occupied by Japanese and American troops. It can be said that there are many things to do. Zhao Taimou pays attention to the key points, and all around the resumption of school to solve the urgent difficulties and problems.
The first is to recover the school building and strive for an early start. After the Japanese army occupied Qingdao, the school building of Shanda was occupied by the Japanese army, and after the victory of the Anti-Japanese War, it was taken over by the American troops occupying Qingdao and changed into a military camp. Recovering the school building is the most urgent, complicated and difficult task in the resumption of classes. Zhao Taimou first appointed Zhou Zhongqi, who had studied and worked in the United States for eight years and was a professor at Shandong University during the Anti-Japanese War, as the general affairs director, and ordered him to arrive in Qingdao ahead of time to negotiate with the US military to take back the school building. After General Manager Zhou arrived in Qingdao, he actively fought for the initiative as the host, and published in Qingdao People's Daily that "the preparations for resuming classes in Shandong University are ready, and classes can be started as soon as the US military gives up the school building". Under pressure from all sides, the US military handed over some school buildings first. 1In August, 946, Zhao Taimou arrived in Qingdao, personally negotiated with Kirk, the commander of the US military stationed in Qingdao, and successively recovered a number of school buildings and barely started school. It was not until the end of 1948 that all American troops withdrew from Qingdao and all school buildings were recovered.

Just like being the first president of Shanda University, Zhao Taimou still puts the introduction of talents and the establishment of high-level teachers in the most important position. Shortly after the victory of the Anti-Japanese War, universities were in a recovery period, and outstanding talents became the object of competition. After Zhao Taimou took over as president of Shanda University, he immediately sent an invitation to the teachers who had taught in Shanda University, hoping that they would return to school as soon as possible. At the same time, invitations are sent to famous professors and scholars who have not taught in Shanda. At the active and sincere invitation of Zhao Taimou, dozens of famous professors and scholars at that time, such as Zhu Guangqian, Lao She, You Guoen, Lu Kanru, Feng, Huang Xiaoshu, Ding Shan, Zhao, Yang Xiangkui, Xiao Difei, Ding Xilin, Tong Dizhou, Zeng Chengkui, wang pu, Wang Hengshou, Li Xianzheng and Liu Yong, applied. Such a high-level faculty ranks among the top universities in China, laying a solid talent foundation for the glory of Shandong University in the 1950s and 1960s after liberation.
Before the closure of Shandong University, there were three colleges and eight departments of arts and science. Considering that the country was in urgent need of practical professionals shortly after the victory of the Anti-Japanese War, Zhao Taimou decided to set up two colleges of agriculture and medicine on the basis of the existing three colleges of literature, science and engineering, forming a school scale of five colleges 16 departments.
Zhao Taimou's point of view is that universities have no geographical boundaries, and Shanda is not a university in Shandong. President Zhao Taimou and the teachers and students of Shanda ushered in a new dawn. Zhao Taimou handed over a complete Shandong University to the people. After the founding of New China, the CPC Central Committee appointed Hua Gang as the president of New Shandong University, and Mr. Zhao Taimou as a professor of foreign languages at Shanda University. In his later years, he devoted himself to the research work of Chinese character reform, including "Proposal for New Typewriter for Chinese Characters" and "Reform Scheme for Chinese Characters".
1966 after the "cultural revolution" began, Mr. Zhao taimou was severely impacted, especially persecuted by Jiang Qing and others. 1In April, 968, Zhao Taimou, who could not bear persecution, threw himself into the sea in Qingdao.
