According to the spirit of the document "Notice of Hebei Provincial Department of Education on Doing a Good Job in the Application and Evaluation of Professional and Technical Positions in Provincial Universities and Technical Secondary Schools Directly under the Ministry of Education in 2006" (No.200665 of Hebei Education), the qualification evaluation of senior professional and technical positions in our school in 2006 is arranged as follows.

I. Basic conditions for declaration

1. Political thoughts

Abide by national laws and regulations, support the leadership of the party, love education, and implement the party's educational policy; Love your job and be a teacher; Be able to fully and skillfully perform the duties of the current post and have the ability to perform the duties of the proposed post.

2. Education

Professor promotion: you should have a bachelor's degree or above in a full-time ordinary university and obtain a bachelor's degree or above. People born after 1960 1 must have a master's degree or above; Professionals in strong disciplines in Hebei province should have doctoral degrees; Teachers who graduated before the implementation of the degree system should have a university degree.

Promotion to associate professor: you should have a bachelor's degree or above in a full-time ordinary college and obtain a bachelor's degree or above;

3. Qualifications

Promotion to professor: obtain the qualification of associate professor and have served in this position for more than 5 years; Excellent teachers who have obtained doctoral degrees abroad, engaged in professional research for more than 2 years abroad and have no normal promotion opportunities at home can directly choose to apply for professors by introducing talents. The materials used in leapfrog application for promotion to professor must be the results of the last five years (September 5438+0, 2006 ~ August 2006).

Promotion to associate professor: obtain lecturer qualification and hold the post for more than 5 years; Have a doctorate and have been engaged in this professional and technical work for more than 2 years.

If a teacher who intends to apply for the position of professor or associate professor does not meet the above-mentioned academic qualifications and qualifications, he shall apply in accordance with the exceptional conditions in the Qualification Evaluation Conditions for Professional and Technical Positions in Hebei Province (hereinafter referred to as the Evaluation Conditions).

In principle, teachers should have more than one year's teaching experience before and after they come to work in our school before they can apply for professors and associate professors.

Teaching assistants and other professional and technical personnel declare the corresponding series according to the nature of their posts, and management personnel declare the research series in principle; See "Evaluation Conditions" for the qualifications and qualifications of other series of applications.

4. The applicant must meet the requirements of various professional and technical work experiences (abilities), achievements and papers in the evaluation conditions.

5. Evaluation

During the term of office, the annual assessment is qualified or above.

6. Foreign language and computer application ability

Participate in the national or provincial unified organization of the professional title foreign language, computer application ability examination, and obtain a qualified certificate, and within the validity period; Transferred personnel and returned personnel can declare in the same year when they fail to pass the foreign language and computer application ability test; Those who meet the exemption conditions need to fill in the exemption approval form.

Second, the evaluation index and authority

According to the spirit of Hebei Vocational Education Reform Office [20065438+0] No.8 "Standards for Controlling the Proportion of Professional and Technical Positions in Provincial Colleges and Universities in Hebei Province" and Hebei Provincial Department of Education [2003] No.26 "Opinions on Setting Senior Professional and Technical Positions in Provincial Colleges and Universities", the evaluation index is determined.

The qualification evaluation committee of teachers in our university has the right to evaluate professors and associate professors in six disciplines, including mechanical engineering, material science and engineering, automatic control, instrumentation, computer science and technology, electronics and communication, and mechanics. According to the requirements of the Provincial Department of Education, the evaluation of senior experimenters, professors and associate professors in other disciplines is the responsibility of the evaluation committee of senior teachers' qualifications in colleges and universities in Hebei Province.

Third, the evaluation method

1. Higher vocational colleges are recommended to the school jury after being approved by the middle-level units, and the school jury will conduct centralized evaluation.

2. The deputy vocational colleges of each college organize their own evaluation according to the indicators issued by the school, and the deputy vocational colleges of other departments are evaluated by the comprehensive group organized by the school, and the evaluation is sorted and reported to the school jury. The school jury will vote on those who pass the initial evaluation, and those who get more than two-thirds of the votes of the judges present will pass.

3. Those who apply for associate higher vocational education must reply at the review meeting of each unit, and those who apply for higher vocational education must reply at the school review meeting. The defense is in the form of a lecture, and the time is generally less than 20 minutes. The defense situation is recorded in the defense situation record table.

4. All personnel who apply for normal evaluation, exceptional evaluation and talent introduction evaluation will be evaluated uniformly after passing the examination and reporting, accounting for the evaluation index. Exchange at the same level does not account for the assessment indicators.

5. If the elimination rate of each unit's recommendation review is not up to the specified proportion, the recommended personnel of this unit should be sorted, and the last one should be reported to the school to participate in the difference review.

Four. Relevant policy statement

1. Journal ID

The catalogue of core periodicals is based on the collection of Peking University Library and Peking University Library Periodical Work Research Association published in 2004, such as China Core Periodical Catalogue (4th Edition), Chinese Social Science Citation Index (CSSCI), Science Citation Database (SCD) and Chinese Periodical Catalogue of Yanshan University. Provincial publications refer to publications published by publishing houses at or above the provincial level, journals of undergraduate colleges or provincial scientific research institutions; A class of (A, B) publications shall be subject to the logo in the Catalogue of Chinese Periodicals of Yanshan University.

2. The assessment of teachers' morality shall be carried out in accordance with the Regulations on the Construction of Teachers' Morality of Yanshan University.

3. Give priority to teachers who work in the front line of teaching and have outstanding teaching achievements when judging.

4. The teaching workload should reach the annual average level stipulated in the teaching quantification method.

5. The requirements for scientific research funds shall be implemented according to document Yanzi [200 1] 194 (the calculation time of funds is from September 2003 to August 2006), and the applicant shall provide the payment voucher for scientific research funds according to the provisions of the Ministry of Science and Technology.

6. The remuneration for scientific research shall be distributed to the members of the research group by the person in charge of the research group according to their contributions, and unprincipled distribution shall be opposed. The allocated funds can no longer be used for other people's scientific research workload, such as post setting, grading and promotion. If the judges have any objection to the applicant's scientific research fees, they may ask the applicant to give a targeted reply, and after investigation, cancel the qualification for participating in the year.

7. The teaching and research achievements produced by the teaching and research staff in our school should be signed by Yanshan University, and the unsigned achievements should not be used as evaluation materials.

8. Provincial Vocational Reform Office implements dual control of reporting conditions and reporting amount for senior engineers. Qualified personnel, after passing the school review, can be submitted to the provincial review.

9. The deadline for qualification and computer exemption age is 65438+February 3, 20061,and the deadline for retirement age is June 30, 2006.

10. Professional and technical personnel under any of the following circumstances shall not declare in that year.

(1) The teaching tasks and scientific research workload do not meet the standards set by the school;

(2) Being given a warning or above within two years;

(3) Being recorded as a major teaching accident 1 time or a general teaching accident for 2 times during the year;

(4) It is forbidden to declare within the scope stipulated in the Recommended Measures for the Declaration of Professional and Technical Positions in Hebei Province (Trial).

Situation.

12. Anyone who practices fraud in the evaluation of professional titles will be banned from participating in the evaluation 1 ~ 3 years depending on the seriousness of the case.

Verb (abbreviation of verb) declaration work

The application and recommendation work shall be carried out in accordance with the recommendation method for the application of professional and technical post qualifications in Hebei Province (for Trial Implementation) [2003] No.3.

1. Each college is responsible for accepting the application materials of its own unit, and for material verification, qualification examination, quantitative grading, etc. The application materials of other units, with the consent of the unit, shall be submitted directly to the personnel department.

2. The applicant shall put his 2 representative works at the front of the Information Form for Qualification Evaluation of Professional and Technical Positions, and indicate the words "representative works" in the remarks column. After the grass-roots units have verified it, they will report the audit results and their electronic documents to the personnel department for publicity.

3. In order to make the recommendation and evaluation of the school as reasonable and simplified as possible, it is stipulated that the applicant can provide up to 8 papers, 3 works, 3 teaching and research awards, 4 teaching and research projects, 2 patents and 2 honorary titles when evaluating in the school. The rest of the materials can be supplemented as part of the review materials in time-saving reporting.

4. All application materials must be official publications, as well as overdue materials, employment certificates, certificates, etc. Can not be used as job evaluation materials, supplements may not be recognized as core journals.

5. Arrange the person in charge to check the materials, and the reviewer will check the originals and copies one by one. All materials that do not meet the requirements must be withdrawn. After the audit, the auditor shall sign and affix the official seal on the copy of the materials.

Qualification examination mainly examines the authenticity of application materials such as academic qualifications, degrees, years of service, title series, foreign language scores, computer scores, teaching and research workload, and papers. To preside over or participate in scientific research projects, it is necessary to provide project initiation certificate, conclusion certificate, incomplete scientific research achievement appraisal certificate or benefit proof materials.

6. All units shall report the Registration Form of Senior Professional and Technical Position Qualification Personnel to the personnel department according to the specified time, and the personnel department shall organize the review. If there is no problem, it can be submitted to the jury for review.

The materials of the personnel who have passed the examination of each unit shall be submitted to the personnel department in time, and the materials of the personnel who have not passed the examination shall be returned to me after the completion of the school examination.

7. The applicant scores by himself according to the quantitative standard, fills in the Quantification Form of Qualification Evaluation Materials for Professional and Technical Positions (the actual performance is given by the unit), and the quantitative score is publicly displayed after expert review.

Sixth, the recommendation review of associate vocational colleges.

1. Recommended jury composition

(1) The judges shall be persons with high academic level, decent style, fair handling and recognized by the masses as professional and technical positions at or above the deputy senior level;

(2) The composition of the jury should consider the distribution of the participants' disciplines as much as possible;

(3) No person who is related to the applicant may serve as a judge;

(4) The number of judges shall generally not be less than 9 (odd);

(5) Before voting according to the procedure, the judges must be present to review the materials;

(6) The list of judges must be submitted to the school for approval, otherwise the review will be invalid.

2. Review procedure

(1) The jury will review the applicants' materials;

(2) defense;

(3) The difference shall be voted by secret ballot;

(4) After voting, the votes shall be counted and the results announced;

(5) The recommended results are sorted by the number of votes, and reported to the school jury after being signed by the director of the recommended jury, the ticket inspector and the ticket inspector;

(6) Report the review results, review records, defense records and other materials to the personnel department for the record.

Seven, review fees

Each applicant needs to pay a review fee, 360 yuan. The evaluation fee for associate higher vocational personnel with self-evaluation right shall be kept at the grassroots level in 250 yuan and handed over to the province 1 10 yuan, and all subjects without self-evaluation right shall be handed over to the province of 360 yuan. The evaluation fee for higher vocational personnel who have the right of self-evaluation at the grass-roots level 1 10 yuan shall be handed over to 250 yuan, and all those who have no right of self-evaluation shall be handed over to the province.

Eight. timetable

September12 ~ September 14: application materials;

September 15: All colleges report the time and place of publicity of materials (the publicity time is arranged from June 15 to June 19, and the display time is not less than 8 hours every day) to the personnel department, and at the same time, submit the audited professional and technical post qualification evaluation information to the personnel department. The personnel department will publish the time and place of the application materials on the website, and publicize the information table of the professional and technical post qualification evaluation of the applicant on the Internet;

September15 ~ September 19: All colleges publicize the application materials, arrange qualification examination, material review and quantitative grading, and summarize and fill in the registration form for the evaluation of senior professional and technical post qualifications;

September 19: Each college fills in the Registration Form for the Evaluation of the Qualification Application for Senior Professional and Technical Positions and submits copies of all the approved application materials for higher vocational colleges to the personnel department (the original is kept in the original unit for future reference). Each college will report the list of members of the jury recommended by the associate higher vocational colleges to the school for approval;

September 21~ September 22: Each college organizes evaluation according to the evaluation indicators issued by the school, and reports the evaluation results and copies of the materials passed by the evaluators to the personnel department in time;

September 23 ~ September 24: the school jury will review;

September 25th: Announce the evaluation results.

Nine. others
