Legal Analysis: The "Basic Law" in the field of social construction in Shenzhen-Regulations on Social Construction in Shenzhen Special Economic Zone (Draft for Comment) (hereinafter referred to as "Draft for Comment") was recently publicly solicited for opinions, which mentioned that "Shenzhen plans to implement the enrollment and school-running management mode in university areas, establish the teacher exchange system in compulsory education schools, and improve the mechanism of sharing quality education resources." It has aroused strong public concern. In fact, as early as 2065438+the beginning of 2005, Shenzhen Education Bureau issued relevant opinions to explore the implementation of the enrollment system in university areas. Under this background, many districts, including Luohu, Nanshan, Futian, Longhua, etc., have carried out pilot projects of university district system to varying degrees in recent years. Although the policy and scope of each district are different, the operation is basically the same. Simply put, in the past, residents of a community could only fill in the corresponding primary school or junior high school. After the "University District", you can fill in a number of schools in this school district and nearby school districts at one time, corresponding to the first, second and third choices respectively. The admission criteria are still based on points. The decisive factors of points are mainly household registration and housing.

Legal basis: Article 12 of the Compulsory Education Law of People's Republic of China (PRC) exempts school-age children and adolescents from the entrance examination. Local people's governments at all levels shall ensure that school-age children and adolescents are enrolled in the nearest place where they are registered.

School-age children and adolescents whose parents or other legal guardians work or live in non-registered places receive compulsory education where their parents or other legal guardians work or live, and the local people's government shall provide them with equal conditions for receiving compulsory education. Specific measures shall be formulated by provinces, autonomous regions and municipalities directly under the Central Government.

The education administrative department of the people's government at the county level shall ensure that the children of military personnel within their respective administrative areas receive compulsory education.
