In the Notice on Printing and Distributing College English Teaching Syllabuses for Science and Engineering Undergraduates and Liberal Arts Undergraduates, the State Education Commission pointed out that two years after the implementation of the Syllabus, students who have completed CET-4 and CET-6 will be given a unified standardized test. The CET-4 is designed according to this regulation. The purpose of the examination is to comprehensively evaluate whether the students who have completed CET-4 have reached the objectives stipulated in the syllabus. This kind of test belongs to norm reference test related to criteria.

The syllabus points out that the purpose of college English teaching is to cultivate students' strong reading ability, certain listening ability (the syllabus for science and engineering also stipulates certain translation ability) and preliminary writing and speaking ability, so that students can use English as a tool to obtain the information they need for their majors and lay a good foundation for further improving their English level. To this end, this exam mainly examines students' language use ability, and also examines students' mastery of grammatical structure and word usage.

This exam is standardized. As the oral test conditions are not yet available, only the written test will be conducted for the time being. The scope of the examination is mainly all the contents of the first to fourth grades specified in the syllabus (except the oral and translation contents). In order to ensure the reliability of the test paper, except the composition is a subjective question, the others are in the form of objective multiple-choice questions. The writing part of the thesis aims to better evaluate students' language use ability, so as to improve the validity of the test paper.

The examination is held around the end of each semester, and is carried out by the design team of Band 4 and Band 6. Held twice a year.

1, vocabulary

By understanding and mastering 4,200 words (including 2,500 words through repeated use) and 1600 common phrases composed of these words (including words and phrases mastered in middle school), I have the ability to identify new words according to basic word formation.

2. Grammar

Consolidate and deepen the basic grammar knowledge and improve the ability to use grammar knowledge at the discourse level.

3. Reading ability

Can read articles on general topics with moderate language difficulty smoothly, master the central idea and explain the facts and details of the central idea, and make certain analysis, reasoning and judgment to understand the author's views and attitudes. The reading speed reaches 70 words per minute. When reading materials with a long length and slightly lower difficulty, and the number of new words does not exceed 3% of the total number of words, you can grasp the main idea, the main facts and related details, and the reading speed will reach 100 words per minute.

4. Listening ability

Be able to understand English lectures, short conversations, talks, reports or lectures with familiar topics, simple sentence structure and basically no new words at a speed of 130- 150 words per minute, grasp the main idea, main points and related details, and understand the speaker's views and attitudes.

5. Speaking ability

Be able to answer questions and retell the content of the textbook and appropriate listening materials, be able to have ordinary daily conversations in English, make short speeches on familiar topics after preparation, express ideas clearly, and have basically correct pronunciation and intonation.

6. Writing ability

I can take notes, answer questions and write an outline when reading written materials similar in difficulty to the text. I can write a short essay of 120- 150 words on a certain topic or outline within half an hour. I can write short messages or notes, with clear meaning and no major language errors.

7. Translation ability

With the help of the dictionary, I can translate English short articles which are slightly less difficult than the text into Chinese, understand them correctly and express my meaning. The translation speed is 300 English words per hour. With the help of dictionaries, familiar Chinese materials can be translated into English at a speed of 250 Chinese characters per hour.
