However, it must be noted that colleges and universities must pay attention to their own carrying capacity when providing public services, and their core functions are teaching and scientific research. Recently, it is the cherry blossom season. During the cherry blossom period of Wuhan University every year, tens of thousands and hundreds of thousands of tourists flock to Wuhan University every day, and Wuhan University is regarded as a tourist destination. People who live near the cherry blossom open area are awakened by the big speaker of the tour guide every morning and can't rest at noon. The normal teaching order of the whole school is seriously disturbed, and many students are late because they can't get through the dense crowd. This is the contradiction between the provision of public services by universities and the carrying capacity of their own universities.

As far as libraries are concerned, when building libraries and formulating library rules and regulations, schools consider the number of teachers and students in their own schools. Its collection, borrowing ability, reading room seats and so on all have bearing limits. Free opening allows a large number of social personnel to enter, which is likely to break through its carrying limit. In addition, colleges and universities are institutions that focus on scientific research and impart knowledge, rather than institutions that simply provide public services like urban public libraries. University libraries should first ensure the demand of teachers and students for library books and learning space.

Therefore, I think university libraries should:

1. Decide whether to allow social workers to use the learning space of the library according to the needs of teachers and students in our school. If a school has a large population and insufficient self-study places, social workers should not be allowed to use the reading self-study places in the library.

2. According to the demand of teachers and students in our school for books, decide the scope of books opening to the society. Generally speaking, the books in the library will be divided into preserved books that are not allowed to circulate and books that can be borrowed and circulated. If there are more than one book, several books will be selected as preserved books, and others will be open for borrowing. Then, among these open circulation books, we should also make a proper distinction, and how many books should be open to the public. We can't lend all the books to social workers, and teachers and students in our school can't find them when they need to study.

3. According to the demand of teachers and students in our school for books, decide the time limit for social workers to borrow books. I think the cycle of borrowing books by social workers should be shortened appropriately to make books circulate faster.

4. Establish a book borrowing reservation mechanism to ensure the borrowing priority of teachers and students in our school, and punish those who refuse to borrow books appropriately.

5. On the premise of dealing with intellectual property issues, establish an e-book database. After all, paper books are limited and few. If some books can be consulted online, the public can consult them through the website of university library, which can reduce the pressure of paper books.

In addition, in fact, the city public library is now open for free. The public should first use the resources of urban public libraries, and then turn to universities for help when urban public libraries can't meet the demand. In library service, colleges and universities should be auxiliaries, not main forces.
