I. The subsidy standards for disabled students are as follows:
1. Children of disabled students or families with low income (minimum living allowance) who receive three years of preschool education, primary school, junior high school and senior high school (vocational high school, technical secondary school and technical school) education within the specified school year will be given an education subsidy of 2,000 yuan per student per academic year; Children from other families with disabilities who receive junior high school education and senior high school education within the specified school year will be given 1.000 yuan and 1.500 yuan respectively per school year;
2. Disabled students attending full-time ordinary colleges and universities or children of low-income (low-income) disabled families are given an education subsidy of 1 10,000 yuan per student per academic year, and children of other disabled families are given an education subsidy of 5,000 yuan per student per academic year. Persons with disabilities who have taken the college entrance examination for adults or the self-study examination for higher education and obtained junior college education or above will be given a one-time subsidy of 10000 yuan;
3. Students with vision, hearing (language) and intellectual disabilities who receive special education outside the district will be given a subsidy of 3,000 yuan per student per academic year;
4. Disabled students who have obtained honorary certificates from national, provincial, municipal and district-level education administrative departments will be given self-improvement scholarships of 5,000 yuan, 3,000 yuan, 2,000 yuan and 1000 yuan respectively, and those who have obtained multiple honorary certificates in the same academic year will be rewarded in the highest order;
5. Disabled students and children from low-income families with disabilities attend full-time ordinary colleges and universities, and the difference between tuition and accommodation fees charged by the school after deducting the original schooling subsidy will be fully subsidized, with a limit of 30,000 yuan per academic year.
Two. Policies and standards of tax subsidies for the disabled
1. Processing, repair and replacement services provided by disabled people are exempt from value-added tax;
2. Labor services provided by disabled people are exempt from business tax.
3. The income of disabled people can be reduced or exempted from personal income tax;
4. Personal income tax shall be levied at a temporary reduction of 80% on the income from wages and salaries of individuals with disabilities, the income from production and operation of individual industrial and commercial households, the income from contracted leasing of enterprises and institutions, the income from remuneration for labor services and the income from royalties.
Three. Policies and standards of medical and educational subsidies for the disabled
1. Fixed compensation for severe disability: 200 yuan per person per month.
2. Medical rehabilitation fee (low subsidy): the subsidy standard is per person 100 yuan.
3. Children's education subsidy: tuition and miscellaneous fees cannot be paid, and the subsidy standard is 1000 to 3,000 yuan;
4 unable to pay for the installation of artificial limbs, orthoses and the implementation of limb disability surgery, the subsidy standard is 1000 to 3000 yuan;
5. Housing subsidy: 1000 to 3,000 yuan;
6 sudden illness or rare illness hospitalization, long-term hospitalization of severe mental disabilities, family financial difficulties, the subsidy standard is 2000 to 3000 yuan;
7. Disabled students who have passed the higher education examination or adult higher education examination and have difficulty in paying tuition and fees can apply for tuition and fees subsidies during their school days. The subsidy standard is 3,000 yuan for junior college students, 4,000 yuan for undergraduates and 5,000 yuan for graduate students.

A disabled person refers to a person who has lost all or part of his ability to engage in certain activities in a normal way in psychology, physiology and human structure or some organizations and functions are abnormal.
Disabled people include people with visual disabilities, hearing disabilities, speech disabilities, physical disabilities, intellectual disabilities, mental disabilities, multiple disabilities and other disabilities.
Disability standards are formulated by the State Council.
Article 21
The state guarantees the equal right of disabled people to receive education.
People's governments at all levels should regard education for the disabled as an integral part of national education, make unified planning, strengthen leadership, and create conditions for the disabled to receive education.
The government, society and schools should take effective measures to solve the practical difficulties of disabled children and adolescents in entering schools and help them complete compulsory education.
People's governments at all levels provide textbooks free of charge to students with disabilities who receive compulsory education and students from poor families with disabilities, and give boarding living expenses and other expenses subsidies; Disabled students who receive education other than compulsory education and students from poor families with disabilities shall be subsidized in accordance with the relevant provisions of the state.
