The secondary college is the second level (college system) in the two-level management mode implemented by the university, so it is called the secondary college. The college or department is the most basic teaching and administrative unit that constitutes the university.
The word College, Institute or Academy first appeared in Paris University in 1 180, and was called 18-person college. In the late Middle Ages, the college gradually became a place where teachers and students belonging to the same discipline lived and studied. China's university management system began in the 1950s, drawing on the former Soviet Union's university administrative management model, and formed a three-level management model of school, department and teaching and research section. With the development of social economy, China's colleges and universities began to implement a two-level management model. The college system with the second-level college as the operating institution delegated power to the college, making the college a relatively independent and self-developing organization.
