Measures for non-Shanghai college graduates to apply for Shanghai household registration in 2020
In order to further standardize the application and acceptance of non-Shanghai college graduates (hereinafter referred to as "non-Shanghai graduates") entering Shanghai for employment and settlement, these measures are formulated in accordance with relevant laws, regulations and provisions, combined with the actual employment situation of college graduates in Shanghai in 2020.
I. Application conditions
(1) Conditions of the employing unit
Employers are the main applicants for non-Shanghai graduates to come to Shanghai for employment. An employing unit that meets one of the following conditions and directly employs non-Shanghai graduates may apply for household registration in this city for the employed personnel:
1. Party and government organs within the administrative area of this Municipality;
2 institutions, social organizations, foundations and social service institutions (private non-enterprise units) registered in this Municipality;
3. Enterprises that are in line with the industrial development direction of this Municipality, have a good reputation, have a registered capital of more than 6,543.8+0,000 yuan (inclusive), and were registered in this Municipality before May 365.438+0, 2065.438+09 (those who are not graduates of Shanghai with the highest academic qualifications and act as the legal representative of the enterprise, and apply for household registration in this Municipality for themselves, are not subject to the above-mentioned registered capital and registration time restrictions);
4. If it is really necessary for an employer that does not meet the above conditions to introduce non-Shanghai graduates, it must apply to the Office of the Joint Conference on College Admissions and Employment in Shanghai in the form of official documents of the competent government department, the human resources department of the district government or the competent authorities of the development zone above the municipal level before July 2020 (accepted by the Shanghai Student Affairs Center).
If it is found in the audit that the employer is suspected of fraud, the verification will be further strengthened, and relevant experts will be organized for evaluation and appraisal when necessary. The joint meeting will make a resolution after comprehensive consideration according to the results of expert review. If the circumstances are particularly bad, the qualification for reporting in the next year will be cancelled.
In 20 19, if the employer terminates the labor (employment) relationship with all the graduates who have been employed and settled in Shanghai, the application for settlement in 2020 put forward by the employer will not be approved.
(B) the conditions of non-Shanghai graduates
Non-Shanghai graduates who meet the following conditions may apply for household registration in this city by the employer:
1. Abide by laws and regulations and school rules and regulations;
2. It is included in the national unified enrollment plan of ordinary colleges and universities, and does not belong to directional or entrusted training. It has completed its studies and obtained corresponding graduation certificates and degree certificates;
3. During the school period, he did not have any labor relationship or employment relationship with any employer, and did not pay social insurance (if a non-Shanghai graduate starts his own business with the highest academic qualifications and serves as the legal representative of the enterprise, he will apply for household registration in this city for himself, and the enterprise will pay social insurance for him, which is not subject to this condition);
4. Sign an employment agreement with the employing unit that meets the application conditions specified in the preceding paragraph, with the term of the labor or employment contract of more than one year. Personnel dispatched by intermediaries will not be accepted.
Second, the application materials
Non-Shanghai graduates who apply for employment in Shanghai must submit the following application materials at one time (see Annex for specific material requirements):
1.Application Form for Household Registration of Non-Shanghai University Graduates in 2020 (including the list of application materials);
2. Personal information form of non-Shanghai graduates in 2020;
3. Recommendation form for graduates of ordinary colleges and universities;
4. Employment agreement for graduates of ordinary colleges and universities;
5. Transcripts;
6. Foreign language proficiency certificate;
7. Computer grade certificate;
8. If the employing unit is a branch of a legal person enterprise, relevant certification materials shall be submitted;
9. The highest academic level award-winning project certificate;
10. Obtaining the invention patent certificate and related materials during the study with the highest academic qualifications;

Third, the declaration time and process
Affected by the epidemic, non-Shanghai graduates who applied for employment in Shanghai in 2020 were temporarily adjusted to be accepted in two batches: the first batch was from June 15, 2020 to August 28, 2020 (working days); The second batch is 165438+20201October 30th to 65438+February 30th, 2020 (working days).
(a) according to the following procedures to accept the agency subordinate (jurisdiction) of the employer's application.
1. Each agency shall submit the basic information of the agency and the registration form of its subordinate employers to the Shanghai Student Affairs Center before July, 2020 (Annex 3).
2. The employing units under the jurisdiction of each accepting institution log on to the "Employer Management Service Platform" of Shanghai Student Employment and Entrepreneurship Service Network (hereinafter referred to as "Employment and Entrepreneurship Service Network"), fill in the relevant application information online, and submit it to the corresponding accepting institution online after verification.
3. The employer under the jurisdiction of each accepting institution shall prepare the relevant written materials of the unit and non-Shanghai graduates, and the personnel management department shall send someone to carry the letter of introduction, the ID card of the agent and a copy to the corresponding accepting institution for on-site declaration.
4. The accepting institution confirms that the information provided online is consistent with the paper materials. After approval, they will submit relevant application information online and make an appointment to submit paper materials to the Shanghai Student Affairs Center.

If the employer does not have a corresponding accepting institution, you can log on to the "Employer Management Service Platform" on the employment and entrepreneurship service network, fill in the relevant application information online, and submit it to the Shanghai Student Affairs Center online after verification. According to the appointment time, the personnel management department will send a special person to the Shanghai Student Affairs Center for on-site declaration with the employer's letter of introduction, my ID card and a copy of the agent.
Fourth, accept the audit
After receiving the application materials, Shanghai Student Affairs Center will accept them if they are complete, and issue a receipt for the received materials.
Shanghai Student Affairs Center shall, according to the Measures of Shanghai Municipality for Grading the Employment of Non-Shanghai University Graduates in 2020 (published separately on the Employment and Entrepreneurship Service Network), make a preliminary examination of the application materials submitted by the employer and publicize the relevant information, and then report them to the joint meeting for approval. Relevant results will be reported through the employment and entrepreneurship service network. After the results are announced, the units and students who have obtained the qualification for settlement should complete the actual settlement procedures within 6 months.
In 2020, the standard for non-Shanghai graduates to enter Shanghai for employment is 72 points.

If the employer disagrees with the audit results, it can submit a written complaint to the Shanghai Student Affairs Center within 30 days after the results are published on the Employment and Entrepreneurship Service Network (which needs to be downloaded and printed through the management service platform of the employer of the Shanghai Employment and Entrepreneurship Service Network and sealed by the unit) and submitted to the joint meeting of the Shanghai Student Affairs Center for deliberation. The result of the complaint should generally be made within 60 days after receiving the written complaint from the employer. If the situation is complicated, it may be extended appropriately.

Second, in 2020, the grades of academic performance (including academic performance evaluation and school recommendation) involved in the personal information form of non-Shanghai student graduates will be evaluated with corresponding grade points. The discipline (major) code and discipline (major) name must be filled in according to the relevant discipline (major) catalogue of the Ministry of Education, and the name and code of the superior discipline must be filled in for self-established majors. The form can be downloaded from the employment and entrepreneurship service network, and must be completed and stamped with the official seal.

4. Fill in a complete and stamped employment agreement (if the agreement contains "graduates will terminate the employment agreement without going through the formalities of settlement", it will not be accepted).

Six, the foreign language proficiency certificate should generally be obtained in the non-Shanghai graduate school or training unit test center. Non-Shanghai graduates majoring in foreign languages, arts, sports and qualified foreign language courses can be exempted (note: foreign language materials are necessary for most non-Shanghai graduates).
Seven, computer grade examination should be held by the provincial and above education administrative departments. Non-Shanghai graduates majoring in liberal arts (philosophy, economics, law, education, literature and history) must provide "first class" or above certificates, and students majoring in science and engineering (science, engineering, agriculture, medicine and management) must provide "second class" or above certificates.
The following categories can be exempted from submitting computer certificates:
1. Graduate student;
2. Undergraduate graduates majoring in art and sports, qualified in relevant courses;
3. Other undergraduate graduates who are exempt from this requirement (the majors enrolled before 20 13 are mathematics, electronic information science, management science and engineering; Undergraduate majors enrolled in 20 13 and above are mathematics, electronic information, electricity, automation, computer, management science and engineering. )
Eight, the employer is a branch of a legal person enterprise, should provide the following materials (has been allowed to accept the application for settlement for three consecutive years, only need to submit the following fourth materials):
1. Copy of the business license of the superior legal person (and the registered capital is generally not less than100000 yuan);
2. Original power of attorney for independent recruitment of superior legal person in 2020 (valid in that year);
3. A copy of the Notice of Shanghai Social Security Payment for employees who have worked for 12 months in the previous year (stamped with the official seal of the employer);
4. A copy of the VAT tax bill paid in Shanghai in the previous year (stamped with the official seal of the employer).
Nine, non-Shanghai graduates in the highest academic level of learning stage of the award-winning certificate (original inspection) including:
1. Copies of certificates of "excellent students (three excellent students)", "excellent student cadres" and "excellent graduates" above university level (original inspection).
2. Award-winning certificates of national competitions, including "Challenge Cup" national extracurricular academic and scientific works competition for college students, "Challenge Cup" China college students' entrepreneurial plan competition, "Creating Youth" national academic and scientific works competition for college students, "Creating Youth" national college students' entrepreneurial competition, "internet plus" national college students' innovative and entrepreneurial competition, national college students' (graduate students') mathematical modeling competition, national college students' electronic design competition and China graduate students' electronics competition.
3. Cross-school participation in various competitions must be explained by official documents issued by relevant departments of both schools.
10. Non-Shanghai graduates who have obtained the invention patent certificate (the original inspection and the copy of the patent register will not be accepted) and made creative contributions to the substantive features of the invention shall provide the following materials:
1. The tutor signs the original written proof without objection, and the employment department of the school (or postgraduate training unit) will publicize it on the school website (the sample form of publicity proof can be downloaded from the employment and entrepreneurship service network);
2. One copy of the dissertation, published thesis and project proposal corresponding to the invention patent (original inspection). The thesis shall be signed by non-Shanghai graduate students, and the project proposal shall specify that non-Shanghai graduate students are members of the research group.
Non-Shanghai graduates who apply for residence should be the inventors of the patent at the time of the first application, excluding the inventors who changed the patent after the first application.
1 1. If a non-Shanghai graduate starts a business with the highest education, he/she must be the legal representative of the business-run enterprise that meets the relevant requirements and be the original investor (except in the case of equity transfer after equity transfer). The initial contribution ratio of the legal representative shall not be less than 65,438+00% of the registered capital of the company (a capital verification report shall be provided). To apply for settlement before the acceptance deadline, the following 1-6 materials are required, and the seventh material can be provided:
1. Company business license (it must be established after registration and registered before August 28, 2020);
2. Capital verification report (capital verification certificate of non-zero registered capital of the company);
3. The Entrepreneurship Report stamped by the employment department of the graduation school;
4.2020 Graduates' Self-employment Declaration Form (downloadable from Employment and Entrepreneurship Service Network);
5. A copy of the employee's labor contract, and the starting period (at least 6 consecutive months in 2020) is the social security document (original inspection) paid by the employee (at least 1) and himself; Graduates who are unable to pay social security due to household registration must provide proof that they have not paid social security in Shanghai;
6. In 2020, start-up enterprises should pay a copy of the VAT or enterprise income tax bill for six consecutive months (original inspection), a copy of the production and operation input invoice or VAT invoice for six consecutive months (original inspection), and a copy of the marketing VAT invoice for six consecutive months (original inspection);
7. If a startup enterprise obtains relevant investment, it may provide the following supporting materials:
(1) The startup enterprise has obtained the relevant investment agreements of the science and technology business incubator (which must be filed by Shanghai Science and Technology Business Incubation Association) and the venture capital institution (which must be filed by Shanghai Venture Capital Industry Association), and the first round investment is 5 million yuan or more, or the accumulated investment is 6.5438+million yuan or more, and the funds are in place and the continuous investment is 6.5438+0 years or more;
⑵ Entrepreneurs are funded by the Young Eagle Program or the Young Eagle Program of Shanghai University Students' Science and Technology Entrepreneurship Foundation, and provide a copy of the funding agreement (original inspection) and issue a funding certificate issued by Shanghai University Students' Science and Technology Entrepreneurship Foundation.

1. If the parents of non-Shanghai graduates move out of Shanghai because of the "branch" or "branch" account, they must provide:

3. If a non-Shanghai fresh graduate is married and the spouse's household registration is a permanent residence in Shanghai, provide one of the following relevant materials:
(1) If a non-Shanghai graduate is a doctoral graduate, he/she must provide: a copy of the marriage certificate (original inspection), and a copy of the household registration certificate or household registration book issued by the police station where the spouse's household registration is located (original inspection);
(2) If a non-Shanghai graduate is a master's degree, the spouse with a doctoral degree in Shanghai household registration must provide a copy of the marriage certificate (original inspection) and a copy of the household registration certificate or household registration book issued by the police station where the spouse's household registration is located (original inspection). If the spouse is a foreign doctoral degree, a copy of the degree certificate (original inspection) and a copy of the degree certification report (issued by the Degree and Postgraduate Education Development Center of the Ministry of Education) are required.
(3) Non-Shanghai graduates are master graduates, and their spouses have a master's degree (or intermediate title) in Shanghai, and one of the following materials is required:

If the spouse is a foreign undergraduate, a copy of the degree certificate (original inspection) and a copy of the degree certification report (issued by the Center for Degree and Postgraduate Education Development of the Ministry of Education) are required.
(5) Non-Shanghai graduates are undergraduate or junior college graduates, and spouses registered in Shanghai are doctors.
