Yan Zhenxing was born in Runan, Henan (now Pingyu). Graduated from the Department of Civil Engineering of Tsinghua University 1943, and then went to the United States to obtain a doctorate in water conservancy engineering from Iowa State University. He used to be a professor of National Southwest Associated University, chief engineer of Yunnan-Myanmar Highway Engineering Bureau, director of public works of Yellow River Closure and Restoration Engineering Bureau, professor Tsinghua University, and dean of Engineering College of Henan University.

Since coming to Taiwan, he has successively served as chief engineer of Kaohsiung Port Authority, dean of Technical College of Taiwan Province Provincial University, director of Taiwan Province Provincial Education Department, president of National national cheng kung university, minister of education, chairman of Youth Guidance Committee of Executive Yuan and chairman of Atomic Energy Commission.

1969, president of Tsinghua university. 1970, successively served as President of Sun Yat-sen Academy of Sciences, President of National Taiwan Province Provincial University, Examiner of Academia Sinica, Chairman of Atomic Energy Commission and National Policy Advisor of the Presidential Palace. Mr. Yan devoted his life to education, national development and social progress. During his tenure as Minister of Education, he was responsible for changing the national education from six-year system to nine-year system, which was put into practice after only one year of preparation. And developed specialized vocational education and won the second-class star medal.

As the president of Sun Yat-sen Research Institute, he expanded equipment and accelerated the research and development of national defense science, and was awarded the first-class medal of Juguang. During his tenure as president of national universities in national cheng kung university, Tsinghua University and Taiwan Province, he made great contributions to improving academic level and promoting international academic cooperation and cultural exchange.
