As an important part of university culture, the construction quality of university institutional culture has an important influence on the inheritance, development and innovation of university culture. By analyzing the problems existing in the construction of university institutional culture, such as misunderstanding, official standard, utilitarianism and lack of humanization, this paper probes into the development trend of the construction of university institutional culture in China in the new period.

Since the founding of New China 50 years ago, especially since the reform and opening-up, the education authorities and universities have carried out a series of fruitful reforms and practices in the construction of university system culture in China, and made great achievements in the construction of teaching system culture, scientific research system culture, personnel system culture and student management system culture, which promoted the further orderly, standardized and rational management of universities in China and ensured the healthy development of universities according to law. After he became the president of Peking University, he began to reform Peking University according to his own educational thoughts, and put forward the idea that universities are purely institutions that study knowledge and cannot be used as places to cultivate qualifications or sell knowledge, and the university concept of "following the principle of freedom of thought and adopting inclusiveness", which is mainly reflected in the institutional arrangement of democratic management, and its form is "professors running schools". Since then, he has also set up a "professor's meeting" and a "professor's appraisal meeting", and set up an executive meeting to advocate a collegiate system for affairs other than academic affairs, and to promote the reform of Peking University's management system through the establishment and improvement of various committee systems.
