The special plan for colleges and universities is undertaken by universities directly under the Ministry of Education and other independent enrollment pilot universities. The special plan of colleges and universities mainly recruits rural students who are diligent and eager to learn and have excellent grades in high schools below the county level (including county-level cities) in remote, poor and ethnic areas. The special plan of colleges and universities mainly recruits rural students who are diligent and eager to learn and have excellent grades in high schools below the county level (including county-level cities) in remote, poor and ethnic areas. There are 95 colleges and universities undertaking special programs in China, all of which use the registration system of special programs in colleges and universities to register.
