Dongchang College of Liaocheng University relies on the comprehensive strength of Liaocheng University to run a school. Dongchang College of Liaocheng University is located in Liaocheng Economic and Technological Development Zone, and was established with the approval of Shandong Provincial Department of Education in April 2002. In June 2005, the Ministry of Education reconfirmed it as an independent college. In August 2005, it merged with Liaocheng Education College and Liaocheng Normal School. The college established a board of directors and implemented the dean responsibility system under the leadership of the board of directors. The members of the board of directors are selected by Liaocheng University and Shandong Quanlin Paper Co., Ltd. According to the cooperation agreement, Liaocheng University recommends the dean and elects the board of directors.

Dongchang College of Liaoning University has no west campus, but an independent college, which is jointly organized by Liaoning University and Quanlin Group. Liaocheng University has an east campus and a west campus, which has nothing to do with Dongdongchang College.
