I don't think there are many universities in Norway and Finland is not sure, but Norwegian graduate students are free of tuition and Finland needs to charge.

Postgraduate majors in Norway are generally taught in English, but it depends on the major. Some majors are taught in English because there are more international students (not bad for Norwegian students).
