Chapter I General Provisions

Article 1 According to the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant laws, the relevant provisions of the Ministry of Education and the education authorities of various provinces (autonomous regions and municipalities directly under the Central Government) on the enrollment of ordinary colleges and universities, and in combination with the specific conditions of our school's enrollment work, this enrollment charter is formulated.

Article 2 The full name of the school is Capital Normal University, and the competent department at a higher level is Beijing Municipal Education Commission.

Article 3 Capital Normal University is a national "double-class" university, which is jointly established by the Ministry of Education and the Beijing Provincial Department and is a key university in Beijing. For the national public full-time ordinary colleges and universities, we will train all kinds of senior professionals, including undergraduates, master students and doctoral students, and issue ordinary undergraduate diploma and bachelor's degree certificate with the name of "Capital Normal University" to qualified undergraduate graduates.

Chapter II Organizational Structure

Article 7 The school has an enrollment leading group, which is fully responsible for the enrollment of undergraduates.

Article 8 The Admissions Office of the School Admissions and Employment Office is the implementation institution of undergraduate enrollment in our school, and is responsible for handling the daily work of undergraduate enrollment.

Chapter III Enrollment Plan

Article 10 A school shall, in accordance with the requirements of national policies, make overall consideration of the number of candidates in each province (autonomous region or municipality directly under the Central Government), the quality of students, the employment situation of each major and other factors, and combine the implementation of the school's student enrollment plan in recent years to determine the enrollment plan by province and specialty. For details of the enrollment plans of each major by province in 2020, please refer to the Enrollment Programs and Plans of Ordinary Colleges and Universities in 2020 issued by the departments in charge of enrollment of all provinces (autonomous regions and municipalities directly under the Central Government). According to the spirit of the relevant documents of the Ministry of Education, our school reserves a plan that does not exceed the total enrollment plan 1%, which is mainly used to adjust the quality of students and solve the enrollment problem of candidates with the same score.

Article 11 Our school organizes art professional examinations, and the provincial plans are issued according to the qualified students of each major. For provinces (autonomous regions and municipalities directly under the Central Government) with insufficient qualified students, musicology (normal class), music performance, recording arts and dance science (normal class) are "zero" in the provinces (autonomous regions and municipalities directly under the Central Government), and the number of admission plans depends on the candidates' reporting.

Chapter IV Admission

Article 12 Access Rules

1. Our school determines the transfer ratio according to the enrollment plans of the provinces (autonomous regions and municipalities directly under the Central Government) and the candidates' application. Voluntarily file according to the batch, and the file shifting ratio is controlled within 120% in principle, and the file shifting ratio is controlled within 105% in principle according to the batch parallel volunteer. At the time of admission, our school will adjust the enrollment plan in the corresponding provinces (autonomous regions and municipalities directly under the Central Government) according to the students' situation.

2. Candidates who apply for the college entrance examination reform provinces (Beijing, Tianjin, Shanghai, Zhejiang, Shandong, Hainan) must meet the requirements of our enrollment major.

3. At the time of admission, the candidates who enter the file are based on the actual results of the college entrance examination and professional volunteers, and the scores are given priority to determine the major, and there is no professional level. In the case of the same actual test scores, candidates with policy extra points are given priority; In the case of the same policy bonus, candidates with high scores in related subjects will be given priority, and the comparative order of related subjects is Chinese, mathematics and foreign languages.

4. Transfer candidates who have reached the minimum admission score of our school but have not entered the professional volunteers and are willing to obey all professional transfers. Principle of major adjustment: the school will adjust the majors whose enrollment plan has not been completed from high score to low score until the admission quota is full. Candidates' professional volunteers are all non-normal majors and are only adjusted within the scope of non-normal majors; Candidates who fill in the volunteers of normal majors are transferred within the scope of normal and non-normal majors.

5. At the time of admission, students and freshmen are treated equally.

6. For candidates who enjoy the policy extra points stipulated by the Ministry of Education and the education authorities of all provinces (autonomous regions and municipalities directly under the Central Government), our school recognizes that candidates have the highest extra points, but in principle, the maximum points are not more than 20. After filing, our school accepts students according to their actual test scores.

7. The "double training plan", "external training plan", "rural special plan" and "rural teacher support plan" for enrollment in Beijing shall be implemented in accordance with the relevant policies of Beijing and the relevant regulations of our school. Among them, the "Rural Teacher Support Program" puts in an enrollment plan according to the enrollment area of candidates' college entrance examination, and only recruits candidates who have registered for the Beijing 2020 college entrance examination and have permanent residence in Beijing (excluding candidates who have moved their household registration into Beijing collective residence due to further studies); At the same time, the "Rural Teacher Support Program" only accepts candidates with professional volunteers.

8. In Inner Mongolia Autonomous Region, the general category of our school adopts the admission principle of "professional voluntary clearing".

9. In Jiangsu Province, our school adopts the method of "scoring first and then grading" for the candidates who enter the file, and the requirement for the test results is AB.

10. Candidates who have signed an enrollment agreement for high-level athletes with our school will be admitted according to the relevant regulations of the Ministry of Education, the enrollment authorities of all provinces (autonomous regions and municipalities directly under the Central Government) and our school.

1 1.2020 Where the unified examination for arts organized by provinces (autonomous regions and municipalities directly under the Central Government) involves arts majors in our school, candidates must take the unified examination for the corresponding categories in this province (autonomous regions and municipalities directly under the Central Government) and obtain a bachelor's degree before they can be admitted according to the admission rules for arts in our school. The specific situation is subject to the implementation of the relevant documents of the Ministry of Education and the provinces (autonomous regions and municipalities directly under the Central Government).

12. Musicology (primary education, teachers' training) and calligraphy (primary education, teachers' training) majors in the Conservatory of Music and the School of Primary Education of our school only admit candidates who have passed the art professional examination organized by our school; The professional scores of fine arts (primary education, normal education) majors in the Academy of Fine Arts and the School of Primary Education of our school adopt the unified examination results of fine arts organized by the provincial admissions department. For the enrollment majors with the planned number of arts and sciences, the candidates of arts and sciences are admitted according to the planned number of disciplines; The enrollment provinces and enrollment plans that do not set up liberal arts and sciences divisions all indicate that liberal arts and sciences are uniformly queued for admission, and liberal arts candidates are uniformly sorted for admission.

13. Admission methods of various majors in the Academy of Fine Arts:

On the premise that the scores of cultural courses in the college entrance examination (including policy bonus points) reach the control line of art undergraduate admission in all provinces (autonomous regions and municipalities directly under the Central Government):

(1) Candidates in Beijing must reach 220 points, and candidates outside Beijing must reach 75 points (rounded to the nearest whole).

(2) The score in a single foreign language subject is not less than 50 points (full score 150 points).

(3) In the provinces (autonomous regions and municipalities directly under the Central Government) where sequential voluntary enrollment is implemented (including non-parallel groups implemented in Hunan) and Fujian Province where multiple enrollment is implemented, our school arranges enrollment from high score to low score according to comprehensive scores. Comprehensive score = art unified examination score/art unified examination score × college entrance examination score × 50%+ college entrance examination score ×50%. When the comprehensive scores are the same, our school will give priority to the candidates with high scores in the unified examination of fine arts, Chinese, mathematics and foreign languages in turn.

(4) In the enrollment provinces (autonomous regions and municipalities directly under the Central Government) where parallel volunteer is enrolled, our school ranks the enrollment from high to low according to the unified calculation rules of the enrollment provinces (autonomous regions and municipalities directly under the Central Government).

(5) At the time of admission, the admission major of candidates is determined according to the principle of score priority, and there is no professional grade difference.

(6) Art (normal) majors only admit candidates with professional volunteers.

14. Admission methods of various majors in Conservatory of Music:

Candidates who have reached the control line of art undergraduate admission in all provinces (autonomous regions and municipalities directly under the Central Government) and passed the college entrance examination for cultural courses (including policy points):

(1) Musicology (Normal University) major: Ranked from high score to low score according to comprehensive scores, and selected according to physical examination. Comprehensive score = score of professional school examination ÷ full score of professional school examination × full score of college entrance examination culture course ×50%+ score of college entrance examination culture course (excluding policy bonus points) ×50%. When the comprehensive scores are the same, candidates with high scores in college entrance examination culture (including policy scores), Chinese, mathematics and foreign languages will be given priority in turn.

(2) Music performance major: ranked from high score to low score according to the professional school examination results, and selected according to the physical examination. When the professional school examination results are the same, candidates with high scores in college entrance examination culture (including policy scores), Chinese, mathematics and foreign languages will be given priority in turn.

(3) recording arts major: according to the comprehensive scores from high to low, with reference to the physical examination. Comprehensive score = professional school examination score ÷ full score of professional school examination × full score of college entrance examination culture course ×40%+ score of college entrance examination culture course (excluding policy bonus points) ×60%. When the comprehensive scores are the same, candidates with high scores in college entrance examination culture (including policy scores), Chinese, mathematics and foreign languages will be given priority in turn.

(4) Dance (Normal University) and Dance (Normal University, with Beijing citizenship listed separately) majors: ranked from high score to low score according to professional school examination results, and selected according to physical examination. When the professional school examination results are the same, candidates with high scores in college entrance examination culture (including policy scores), Chinese, mathematics and foreign languages will be given priority in turn.

(5) When candidates in Hainan Province are admitted, the cultural scores of the college entrance examination are standardized.

15. Admission methods for art majors in primary education institutions:

On the premise that the scores of cultural courses in the college entrance examination (including policy bonus points) reach the control line of Beijing art undergraduate admission:

(1) Fine Arts (primary education, normal school) major: Candidates must achieve a score of 2 10 in the unified examination of fine arts, and their foreign language scores must not be less than 50 points. This major is for art class B, and Beijing Education Examinations Institute is responsible for filing candidates according to the relevant filing principles. School entrance examination admission.

(2) Musicology (primary education, teachers' class) major: On the premise of passing the professional school examination, it is ranked from high score to low score according to the comprehensive score, and the best admission is made with reference to the physical examination. Comprehensive score = score of professional school examination ÷ full score of professional school examination × full score of college entrance examination culture course ×50%+ score of college entrance examination culture course (excluding policy bonus points) ×50%. (3) Calligraphy (primary education, normal schools) major: on the premise of passing the professional school examination results, according to the results of the college entrance examination culture course (excluding policy points), from high scores to low scores and physical examination. When the results of the college entrance examination culture course (excluding policy scores) are the same, candidates with high scores in the college entrance examination culture course (including policy scores), Chinese, mathematics and foreign languages will be given priority in turn.

Thirteenth special requirements and restrictions for professional admission

1. Language requirements: Foreign language majors and primary school education (English teacher training) majors only recruit English candidates, and other majors are not limited to candidates' languages. After entering school, only English will be offered as a public foreign language. Geographic information science and major professional courses in remote sensing science and technology specialty are taught in English; For majors (classes) such as international economy and trade, psychology and biological science, some courses are taught in English.

2. Requirements for a single foreign language course: The score of a single foreign language course for the "Overseas Training Program" major enrolled in Beijing shall not be lower than 120.

3. Physical examination requirements: Our school implements the relevant provisions in the Guiding Opinions on Physical Examination for Enrollment of Ordinary Colleges and Universities issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation and the Detailed Rules for the Implementation of Physical Examination for Undergraduate Enrollment of Capital Normal University in 2020, as well as the relevant supplementary provisions of the Ministry of Education and the Ministry of Health on Physical Examination for Enrollment of Ordinary Colleges and Universities.

4. Physical examination requirements for teachers' majors: Candidates applying for teachers' majors should meet the "Physical Examination Standards for Teacher Qualification in Beijing (Trial)". If there is any discrepancy, you can't be admitted to the normal major.

5. Teachers' qualifications: According to the Notice of the Ministry of Education on Printing and Distributing the Interim Measures for the Regular Registration of Teachers' Qualifications in Primary and Secondary Schools (Teacher No. 20 139) and the opinions of the Beijing municipal education commission on the pilot reform of the qualification examination for primary and secondary school teachers in Beijing, teachers' majors need to take the qualification examination for teachers.

6. Sign a contract for normal students: According to the Detailed Rules for the Implementation of Free Education for Normal Students in Beijing (J.J.Zi. No.201911), normal students must sign the Agreement for Free Education for Normal Students in Beijing with the school and the education administrative department of this Municipality before entering school.

7. Employment and continuing education for normal students: It shall be implemented in accordance with the Detailed Rules for the Implementation of Beijing Normal Students' Public Education (Beijing Education 20 19 1 1) and the signed Beijing Normal Students' Public Education Agreement. The Detailed Rules for the Implementation of Free Education for Normal Students in Beijing (J.J.Zi. No.20191) stipulates that normal students should choose to work in the basic education system of this city in a two-way way way after graduation, and they must be engaged in education and teaching in primary and secondary schools and kindergartens in this city for more than five years. Normal students who violate the education agreement need to pay professional scholarships and training fees (including tuition exemption and living allowance, etc. ) student days. Specific standards shall be implemented with reference to relevant documents. Candidates admitted to the "Rural Teacher Support Program" should also be implemented in accordance with the relevant policies of the Orientation District Education Commission and Beijing Municipality. Before entering school, you must sign a directional employment agreement with the District Education Commission. After graduation, the directional district education Committee will arrange employment according to the relevant working procedures of open recruitment, with a service period of not less than 5 years. Normal students outside Beijing refer to it.

8. Large-scale enrollment and training: Some majors in the School of Mathematical Sciences, the School of Life Sciences, the College of Literature, the School of Management and the Academy of Fine Arts of our school have implemented large-scale enrollment and training. The three majors of mathematics and applied mathematics, information and computing science and statistics set up by non-normal majors in the College of Mathematical Sciences are admitted according to mathematics (including mathematics experimental classes); The two majors of biological science and biotechnology set up by non-normal majors in the College of Life Sciences are admitted as biological sciences; The three majors of Chinese language and literature, Chinese international education and secretarial science set up by non-normal majors in the College of Liberal Arts are admitted according to China language and literature; The two majors of labor and social security and public enterprise management set up by the School of Management are admitted according to public management; Fine arts (art market), painting (oil painting) and painting (traditional Chinese painting) set up by the Academy of Fine Arts are admitted according to fine arts; The three majors of visual communication design, environmental design and digital media art set up by the Academy of Fine Arts are admitted according to the design category. At the end of the first or second academic year, students admitted to the above-mentioned majors will choose their major direction in two directions (according to a certain proportion) according to their wishes and academic achievements at school.

9. Study Campus: Except for freshmen majoring in world history in Foreign Languages College, Music College and History College, other majors study in Liangxiang Campus every year in the first year; Grades 2-4 study in the school headquarters, North District 1, North District 2, East District 1, East District 2 and Liangxiang Campus according to the school arrangement.

Chapter V Charging Standards

Article 14 The tuition standard of our school is: 5,000 yuan/year for arts and sciences majors; Foreign language major 6000 yuan/year; Art majors are 8000- 10000 yuan/year; Normal majors are free of tuition. Our school will charge different standard accommodation fees according to different accommodation conditions, generally 650-900 yuan per academic year. The above charging standards are subject to the audit results of Beijing Municipal Education Commission in 2020.

Chapter VI Supplementary Provisions

Article 15 The admission rules of our school in all provinces (autonomous regions and municipalities directly under the Central Government) shall be subject to those promulgated by the local provincial admissions authorities.

Article 16 Matters not covered in the admission principles for art majors shall be subject to the admission brochure for art majors in our school.

Article 17 After the promulgation of the Articles of Association, if the enrollment policies of some provinces (autonomous regions and municipalities directly under the Central Government) are adjusted, our school will formulate corresponding enrollment policies according to relevant local policies and announce them separately.

Article 18 After the new students report for duty, the school will examine the qualifications of the admitted students, and any student who does not meet the admission requirements or commits fraud will be disqualified.

Article 19 The Admissions Office of Capital Normal University shall be responsible for the interpretation of these Articles of Association.
