Disability certificate is a legal document to identify the disabled and their categories and grades. At present, China's disability categories are divided into seven categories: visual disability, hearing disability, speech disability, physical disability, intellectual disability, mental disability and multiple disabilities. Anyone who meets the disability standards of the second national sampling survey of disabled people will be issued with a disability certificate.

According to reports, pre-school disabled children with household registration in this city enter kindergartens to receive pre-school education, and disabled children aged 3-6 with disability certificates receive 1 10,000 yuan per student every year. Disabled students in compulsory education: disabled students with local household registration, disabled cards, attending primary schools and junior high schools, including disabled students with school status who have been sent to school, receive a scholarship 1 000 yuan per student every year.
Disabled students in senior high schools (technical secondary schools): Disabled students with local household registration and disability certificates who attend senior high schools (including technical secondary schools) receive an annual subsidy of 1 000 yuan per student.
For college students with disabilities and students from families with disabilities who receive higher education: students with disabilities who have registered in this city, hold disability certificates, and are admitted to ordinary institutions of higher learning (junior college, undergraduate course, graduate students and doctoral students) and students with difficulties in families with disabilities, among them, students with disabilities and students with difficulties in families with disabilities (minimum living allowance and marginal living allowance) receive an annual subsidy of 3,000 yuan per student;
For college students from disabled families whose family difficulties seriously affect their enrollment due to special reasons, a one-time subsidy of 2,500 yuan will be given in the year of enrollment.
College students can also apply for grants during their stay at school, including the period of re-reading. During the period of adult education for the disabled, any disabled person who has a household registration in this city, holds a disabled card and participates in adult self-study examination, adult higher education and distance education will be given a one-time subsidy of 2,500 yuan after obtaining the graduation certificate.
In addition, the grant is reviewed annually. For disabled students who are approved to attend school (park), before the end of September each year, the school (kindergarten) will issue a certificate of attendance at school (park) for disabled students and send it to the Disabled Persons' Federation where the students are registered.
