In the 1980s, the state implemented the system of city governing counties and the reform of the Z-organ of the local Party, and a large number of regions in the country were reformed into prefecture-level cities. At first, Guangdong Province decided to take the Xijiang River in Foshan as the boundary, and the area to the west was included in Jiangmen City. At the same time, Jiangmen, which is both a province and a region, has been upgraded to a city directly under the provincial government, and the eastern region has been reformed into a prefecture-level city directly under the provincial government through the withdrawal of the city (that is, all organs and departments in Foshan operate in the name of Foshan). Among them, Doumen County is included in Zhuhai City. The inclusion of Heshan in Jiangmen is the decision of the province.

Zhongshan was under the jurisdiction of Foshan. The ID number of the older generation in Zhongshan is 440620, which means Guangdong Province (44), Foshan City (06) and Zhongshan City (20). In the past, the license plate of Zhongshan also used the 4-letter suffix of Foshan. In the 1980s, Zhongshan submitted the Report on Changing Zhongshan County into a Municipal Organization to Foshan, which was also supported and agreed by the Foshan prefectural party committee and administrative office. So in 1987, Zhongshan left Foshan.

If Heshan proposes to stay in Foshan, it is possible. Once a county-level city is changed into a municipal district, it basically belongs to that prefecture-level city.
