For full-time professional degree graduate students and graduate students who have implemented the charging policy according to regulations, the original charging policy will be temporarily implemented.

Break the boundary between "public expense" and "self-expense"

China's old graduate student funding model is the so-called "public" and "self-funded" system. Its disadvantage lies in "one evaluation, the whole process is applicable". When I entered the school, I was rated as a public expense. Even if your grades are average during your graduate studies, you can always enjoy free treatment. For those students who are not qualified at public expense, even if they perform quite well during their graduate studies, there is no way to change from semi-public or self-funded treatment to public treatment. The old award-aid system with "public expense" and "self-expense" as the core elements can't play the role of advocating learning and encouraging innovation and scientific research, which is particularly rigid under the background that the economic tide is increasingly impacting the university campus.

The new appropriation system implements a dynamic management model. In the second year, the school will re-evaluate the funding level according to the performance of graduate students in school, which means that the funding level is different from that obtained in the first year, and other factors will be introduced in the second year, such as scientific research achievements, publishing papers, social activities and so on. In addition, the new scholarship system also has supporting "three-aid" posts, that is, the school has set up a certain number of research-aid, management-aid and teaching assistant posts, and graduate students can apply for relevant posts and get corresponding labor returns. In this way, the reform of scholarship system is more conducive to stimulating students' scientific research attitude and yearning for academic pursuit.
