College leaders realize that sound functional departments and perfect rules and regulations are the basis for the standardized and orderly development of school work. In line with the principle of "streamlining and high efficiency" and the actual needs of party and government work, the college has set up 1 1 departments, including party office, college office, academic affairs office, student office, enrollment and employment office, personnel office, administration office, finance office, security office, library and international exchange and cooperation office, and established foreign languages department, mechanical and electrical engineering department and automobile engineering department. Based on the principles of legality, scientificity, coordination and operability of the system, drawing lessons from the basic spirit of the quality management system, and according to the characteristics of the college itself, a series of feasible rules and regulations documents have been formulated, and the Compilation of Rules and Regulations of Huaxia College of Wuhan University of Technology (Part I) and the Compilation of Post Responsibilities of Huaxia College of Wuhan University of Technology have been published successively, and implemented in the work. The promulgation and implementation of these rules and regulations ensure the normal and orderly development of teaching, student work and daily management.

Perfect functional departments and feasible system construction need people to manage and implement them. Without a high-quality management team, the system is just a dead letter and efficient management is out of the question. Therefore, while grasping the system construction, the college aims to build a team that is "lean, efficient, United, pragmatic and diligent" and insists on the construction of three teams: teachers, student management, organs and logistics management. Everyone is required to act according to the rules and procedures, resolutely put an end to the bad habit of doing things by their own imagination and slapping their heads, reduce randomness, increase scientificity, and firmly establish a sense of service.

The college realizes that the establishment of the system is not to control and bind people, but to serve people and give full play to the enthusiasm and subjective initiative of employees. Therefore, the management strategy of the college has gradually changed from "system management" to "cultural management". The college also actively creates conditions to motivate the teaching staff, and through measures such as social recruitment, open competition in the college, post appointment and post grading, cadres can be promoted and demoted, and employees can enter and leave, which not only introduces talents, but also avoids the phenomenon of bloated institutions and overstaffed people. At the end of 2004, when a delegation organized by some universities in Nanjing visited the college, the members of the delegation lamented that the system reform of independent colleges has been ahead of state-owned universities in many aspects.
