The college realizes that the establishment of the system is not to control and bind people, but to serve people and give full play to the enthusiasm and subjective initiative of employees. Therefore, the management strategy of the college has gradually changed from "system management" to "cultural management". The college also actively creates conditions to motivate the teaching staff, and through measures such as social recruitment, open competition in the college, post appointment and post grading, cadres can be promoted and demoted, and employees can enter and leave, which not only introduces talents, but also avoids the phenomenon of bloated institutions and overstaffed people. At the end of 2004, when a delegation organized by some universities in Nanjing visited the college, the members of the delegation lamented that the system reform of independent colleges has been ahead of state-owned universities in many aspects.
