The way of governance: using "small hook" to help rural revitalization

At present, there are almost no contiguous large-scale construction land except residential land and a small amount of industrial and mining wasteland in rural areas of China. The index of construction land linked with savings is mainly transferred to cities, which is difficult to meet the needs of rural construction and industrial development. In order to solve this problem, in 2008, Chengdu, Sichuan Province studied and formulated the Interim Measures for the Management of Centralized Use of Collective Construction Land in Chengdu, and explored the pilot project of "small hook".

The so-called "small hook", also known as "merging hospitals" or "farmers' centralized housing arrangement", refers to farmers' voluntary demolition of original houses to improve their living conditions, building houses in residential areas, and transforming the original scattered abandoned construction land (including abandoned rural settlements and villages) in combination with the comprehensive improvement of fields, water, roads, forests and villages. The operation mechanism of "small hook" is similar to the increase and decrease hook, which is to actively use the existing land, optimize the layout of construction land and intensively save land on the premise of ensuring that the cultivated land area in the project area will not decrease and the scale of construction land will not increase. It is emphasized that rural house demolition, reclamation and new house construction should be completed on the premise of farmers' willingness, and the remaining construction land indicators can be handed over to the new district for use only after they are qualified. The differences between the "small hook" implemented in Chengdu and the increase and decrease hook are as follows: First, the approval levels are different, and the increase and decrease hook is approved by the Provincial Department of Natural Resources and the "small hook" is approved by the municipal government; Second, the scope of the project area is different, and the increase or decrease of the linked project area can be set across county-level administrative areas, and the "small linked" project area can only be set within the scope of villages and towns; Third, the nature of new construction land is different. New construction land linked to increase or decrease is usually levied as state-owned construction land, and new construction land linked to "small hook" is usually reserved for collective construction land. The practice in Chengdu shows that the "small linkage" pilot has a positive role in promoting the implementation of the rural revitalization strategy.

Provide land security for enhancing the endogenous development momentum in rural areas. Although the "small hook" comes from the increase or decrease hook, the construction land index saved by the "small hook" is reserved for the use of the township, and it is not necessary to be levied as state-owned construction land. The ownership of collective construction land is still owned by farmers collectively. With China's economic and social development, suburban villages, villages with obvious traffic location advantages and villages with ecological, tourism and other resource endowments have gradually increased their endogenous development momentum, and the demand for land for village construction and industrial development has become increasingly strong. The implementation of the "small hook" policy can provide land guarantee for enhancing the endogenous development momentum of these villages.

Lay the foundation for the transformation from traditional agriculture to the integration of three industries. Rural revitalization and industrial prosperity are the key points. Taking the implementation of the "small hook" project as the starting point, improving the infrastructure and public service conditions of villages and towns, and making the population of villages and towns reach a certain scale, the resulting demand multiplication can lay the foundation for industrial development. Take advantage of the situation and set aside space for construction land near towns to meet the demand for land for industrial development, and also promote the integration and development of rural primary, secondary and tertiary industries and industrial prosperity. On the other hand, the prosperity of industry will support the further improvement of township infrastructure and public service conditions, thus attracting more people to flow in, thus forming a benign interaction among population, land, towns and industries and promoting the sustained prosperity of industries.

Create conditions for exploring new ways of rural construction and governance. For example, Fuhong Town, located in the hinterland of Longquanshan tourist area in Chengdu, takes enterprises as the main body of investment and operation, introduces social capital, takes the investment implementation of "small hook" projects as the starting point, revitalizes the existing land, transforms superior resource endowment, transportation and location advantages into economic advantages, and rapidly develops from a backward town engaged in pure agricultural production to a strong economic town with the integration of three industries. The role and function of the government have also changed accordingly. Important matters involving land shall be resolved through direct consultation between enterprises, rural collective economic organizations and farmers on the premise of complying with relevant regulations. The government mainly does a good job in supervision and service, and provides infrastructure and public services. This makes the wishes of farmers more fully expressed, and farmers have greater choices in living, living and production methods.
