Xi Anmingde Vocational and Technical College is a full-time private institution of higher learning approved by the Ministry of Education. The school, formerly known as Jinye Institute of Information Technology of Northwestern Polytechnical University, was jointly established by Shaanxi Jinye Science and Education Group and Northwestern Polytechnical University on 1999 * *. Approved by the Ministry of Education in 2005, it was upgraded to an undergraduate college-Mingde College of Northwestern Polytechnical University (independent college).
From 20 14, the enrollment batch of the school in Shaanxi was adjusted to the second batch of undergraduate courses. In March 2020, as the first independent college in Shaanxi Province that passed the evaluation of the Ministry of Education, the school was officially renamed as xi 'an Mingde Institute of Technology.
