The State Council issued document [20 12] 104, agreeing to establish Lanzhou New District and agreeing in principle to the Guiding Opinions on the Construction of Lanzhou New District. Lanzhou New District was officially upgraded to the fifth national new district in China. Lanzhou New District has jurisdiction over three county-level administrative regions: Zhongchuan Park, Qinchuan Park and Xicha Park. The third district governs 6 towns and 73 administrative villages in Yongdeng and Gaolan counties, namely Zhongchuan Town, Qinchuan Town, Shangchuan Town, Shuping Town, Xicha Town and Shuifu Township. The former Zhongchuan Town, Qinchuan Town and Xicha Town of Gaolan County were managed.
