Liaoning University of Traditional Chinese Medicine was founded in 1958. Its predecessor was Liaoning College of Traditional Chinese Medicine. Its main campus is located in Shenyang, Liaoning Province, and its sub-campuses are located in Bincheng Dalian and Benxi, the drug capital. In 2006, the Ministry of Education approved its name change to Liaoning University of Traditional Chinese Medicine, which is the only institution of higher learning in Liaoning Province to train talents in the fields of traditional Chinese medicine, traditional Chinese medicine, acupuncture and massage, clinical medicine of Chinese and Western medicine, advanced nursing and medicine.

The school is the examination base of the National TCM Qualification Certification Center, the national TCM foreign language training base, the national TCM literature retrieval and novelty retrieval sub-center and the national TCM international cooperation base determined by state administration of traditional chinese medicine. It is also the construction unit of key technologies and platform research for clinical trials of new Chinese medicine determined by the Ministry of Science and Technology.

It is the national drug clinical trial institution designated by the US Food and Drug Administration, the Liaoning Education Base of the World Federation of Acupuncture Societies, the deputy director of the Preparatory Committee of the Examination and Evaluation Committee of the World Federation of Chinese Medicine, the national clinical research base of Chinese medicine, and the self-evaluation unit of health series titles. In 2006, the school obtained "excellent" results in the evaluation of undergraduate teaching level in colleges and universities of the Ministry of Education. It is a university that receives foreign students from the China Government Scholarship of the Ministry of Education, and it is a key discipline project with national characteristics.
