Journals of colleges and universities belong to periodicals, and notes and references should be marked according to the periodical format.

First of all, there are two kinds of journals, one is academic journals, and the other is newspapers that formally introduce school reports, referred to as journals. At the same time, with the approval of the General Administration of Press and Publication, these periodicals are issued with a unified domestic serial number. All periodicals that have obtained a unified domestic serial number are official publications. The General Administration of Press and Publication has never classified these periodicals according to their academic level. Only from the perspective of publishing management, periodicals are divided into central periodicals and local periodicals according to different periodical authority, so as to implement effective administrative management of periodicals according to different periodical authority. Some periodicals publish the words "national first-class periodicals" on the cover, which is not selected by the General Administration of Press and Publication, nor is it a government act. So far, China's press and publication management departments have not formulated evaluation standards from the academic level of various academic journals, which is a very complicated and difficult task, and it is not easy for the press and publication management departments to make evaluations. Even in some prosperous countries, the publishing administrative department does not have an objective standard to measure the academic level of domestic academic journals. 1992 the state science and technology commission, Publicity Department of the Communist Party of China and the press and publication administration jointly issued the quality requirements for sci-tech periodicals, 1995 the press and publication administration issued the quality management standards for social science periodicals. These two documents are five kinds of natural science journals and seven kinds of social science journals suspended by the Press and Publication Administration from the management point of view. Although these two norms have requirements for the professional norms of academic journals, they are both guidelines and cannot be used as norms to judge the academic level of journals.
