When does the law require a university to obtain three certificates before graduating?
There is no law that requires you to obtain the so-called "three certificates" to graduate. Only some schools stipulate in their own school rules that they must obtain three certificates to graduate. From a legal point of view, this provision is not necessarily illegal. Whether it is reasonable or not, opinions vary. But if you can't get a diploma because of this regulation, then you can take the school as the defendant and bring an administrative lawsuit to the court.
