1. A coordination group composed of relevant responsible comrades of the National Development and Reform Commission, the Ministry of Education and the Ministry of Finance was established to coordinate and decide on major principles and policies in the project construction. The "2 1 1 project" office under the coordination group is located in the Ministry of Education.

The "2 1 1 project" construction projects all implement the project legal person responsibility system, bidding system and project supervision system. Each "2 1 1 project" school shall set up a project legal person to organize the implementation of the project legal representative, and the relevant provincial (district) authorities shall set up a "2 1 1 project" construction leading group to form a three-level management system at the central, provincial (district) and school levels.

2. The "211project" construction project shall be examined and approved according to the capital construction procedures and financial budget management measures. The Ministry of Education, in conjunction with the relevant competent departments (localities), shall submit the feasibility study report of the project to the National Development and Reform Commission and the Ministry of Finance, and after being audited by the National Development and Reform Commission and the Ministry of Finance, the National Development and Reform Commission shall issue a project reply.

3. In order to standardize the management of "2 1 1 project" construction projects, these measures are formulated in accordance with the characteristics of "2 1 1 project" in addition to strictly implementing the relevant provisions of the Measures for the Administration of National Key Construction Projects.
