Legal basis: Article 1 of the Notice of the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance on Further Standardizing the Management of Education Fees in Colleges and Universities clearly stipulates that tuition fees shall be charged according to the academic year or semester, and shall not be collected in advance across academic years. If students drop out of school or finish their studies ahead of schedule after paying tuition fees, colleges and universities should refund the remaining tuition fees on a monthly basis according to the actual study time of students. The tuition standard of colleges and universities is managed according to the principle of localization. If there is a provision in the current national tuition policy for colleges and universities, it shall be implemented according to the existing provisions. If there are no provisions, the provincial education administrative department shall put forward opinions according to the actual cost, local economic development level, residents' economic affordability and other factors, and report them to the price and financial departments at the same level for examination and approval before implementation.
