Strengthening Hong Kong Youth Constitution in the Practice of "One Country, Two Systems"

Abstract: Young people in Hong Kong have the right and obligation to receive education in the Constitution and the Basic Law. Constitution and basic law education is an effective way to combine central governance with a high degree of autonomy in the SAR. Constitution is the "root" and "source" of the Basic Law, and it is the strong backing of "patriots ruling Hong Kong". The existing practice of "one country, two systems" proves that young people in Hong Kong can't abandon the Constitution and just talk about the Basic Law when they grow up, and the Basic Law can't be divorced from the general framework of the Constitution and cause possible self-criticism. This paper analyzes the problems existing in the education of Hong Kong teenagers' constitution and basic law from the dimensions of the country, the Hong Kong SAR government, schools, families and society. On the basis of sorting out the construction ideas of the youth constitution and basic law education system in Hong Kong, this paper puts forward some educational countermeasures and suggestions, such as clarifying the core hub of "one country, two systems" national education, enriching the connotation elements, optimizing the form carrier, and carrying out quality evaluation.

Research on the Characteristics and Influencing Factors of Cross-border Consumption Behavior of Hong Kong Residents under "One Country, Two Systems" —— A Case Study of Shekou Street in Shenzhen
Abstract: Shenzhen-Hong Kong border is one of the regions with the most frequent cross-border activities in the world. Taking Hong Kong residents who go to Shekou via Shenzhen Bay Port as the research object, this paper uses qualitative, quantitative and spatial econometric methods to analyze the consumption patterns and behavior influencing factors of Hong Kong residents who travel to and from Shenzhen. It is found that most cross-border Hong Kong residents in Shekou come from Tuen Mun, Yuen Long and Tsuen Wan in the "New Territories West", showing the characteristics of public transportation, high travel frequency, low consumption, short time, aging and more women. Their cross-border behavior is mainly influenced by age, income and travel distance. The cross-border activities of Hong Kong people at the Shenzhen-Hong Kong border began to show spatial differentiation related to income and age. Calling for further research on different cross-border groups and clarifying their behavior characteristics and influencing factors will help to build a "quality life circle" between Guangdong and Hong Kong and promote more convenient cross-border activities and deeper cooperation between Guangdong and Hong Kong.

"One Country, Two Systems" and Functional Representation System

Abstract: An important feature of the political system of the Hong Kong Special Administrative Region is that some members of the Election Committee and the Legislative Council are elected by functional constituencies. However, for a long time, functional representation system has been regarded as a local system with "Hong Kong characteristics", and few people further questioned the "national reasons" behind it. This paper attempts to reconstruct the theory of functional representation of Cha Jinyong, a member of the Hong Kong Basic Law Drafting Committee, and reveals the important value of functional representation for "one country, two systems" from the perspective of national governance. In short, the functional representation system enables the will and interests of sovereign countries and the overall interests of Hong Kong society to be systematically represented in the daily politics of the SAR, which is conducive to maintaining Hong Kong's prosperity and stability, promoting the country's reform and opening up, and making "one country, two systems" stable and far-reaching. Coordinated Governance of Guangdong and Hong Kong under the Integration of Guangdong-Hong Kong-Macao Greater Bay Area
-Comparative study of cases based on three forms of cooperation.
In recent years, the theory and related practice of collaborative governance have been widely discussed in the field of public administration. The existing literature focuses on collaborative governance mainly between subjects with similar (or the same) institutional backgrounds, and few studies focus on intergovernmental collaborative cooperation with institutional differences. Taking the collaborative governance network as the analytical framework and the cross-border cooperation between Guangdong and Hong Kong as the breakthrough point, this paper discusses whether the differences in scheme and system design have an impact on the process and output of collaborative governance. Based on three cases, namely, the construction of the Hong Kong-Zhuhai-Macao Bridge, the water supply project in Shen Dong and the air pollution control in the Pearl River Delta, this paper analyzes the role and influence of "procedural and institutional factors" on coordinated action from two paths of formal and informal procedures. It is found that the dynamic relationship (informal procedure) between cooperative subjects has great influence on the process and output of cooperative action. This influence not only reduces the efficiency of cooperative actions among participants, but also reduces the output of the whole cooperative network. This can provide a perspective for policy makers and multilateral governance institutions in Guangdong-Hong Kong-Macao Greater Bay Area to examine themselves, thus improving the effectiveness and output efficiency of existing and future cooperative governance networks.
