In the first half of this year, we conscientiously implemented the working principles of the Provincial Construction Department and the municipal party committee and government, adhered to Scientific Outlook on Development, took the overall planning of urban and rural construction and the creation of a harmonious living environment as the goal, took reform and innovation as the driving force, strengthened the management of urban construction, and made great efforts to strengthen the management, service and guidance of municipal public utilities. Residential structure adjustment, building energy conservation, small town construction, construction industry and other industries, thus continuously enhancing the overall development capacity of Jingzhou construction industry. The main work in the first half of this year is reported as follows:

First, the progress of urban planning has been accelerated, and the guiding role of planning has gradually emerged.

(1) Do a good job in planning and strengthen planning control. First, it supplemented the basic information of the revised outline of the Master Plan, made a special report to the city leaders and the Planning Commission, and is preparing to send it to the ministries and agencies for review, and strive to report it to the State Council for approval at the end of the year. In cooperation with the Municipal Cultural Relics Bureau, the construction plan of Xiongjia tourist area was compiled. Third, around the strategy of revitalizing the city through industry, the overall planning of Jingzhou New Industrial Zone was initiated to solicit opinions from departments and enterprises. (2) Strengthen planning management and emphasize the authority of planning. First, strict planning and project approval. (3) The pace of surveying and mapping management has been accelerated. Completed the mapping of 247 topographic maps of Jingzhou Development Zone 13 square kilometers. Complete the preliminary qualification report of 28 surveying and mapping production units in the city. In the "Hundred Towns and Thousand Villages" surveying and mapping project, a 5Km2 topographic map project of 1: 2000 was mapped for Chuandian Town, Jingzhou District.

2. Infrastructure construction is progressing smoothly, and urban functions are gradually improving.

We will continue to adhere to the principle of "doing what we can, focusing on key points and making a difference", focusing on revitalizing the city by industry and the urgent needs of citizens' lives, focusing on beautifying and greening, strengthening the construction, maintenance and management of urban infrastructure and further improving urban functions. The project plan this year is 270 million yuan, and the project investment in the first half of the year is 55 million yuan. The main projects are:

1, road construction project. In the first half of the year, we cooperated with City Investment Corporation to renovate Zhong Jing Road, Quyuan Road, Yingbin Road and Jingnan Road in Jingzhou Ancient City. Complete the preliminary work of maintenance and reconstruction of roads such as Changgang Road, Park Road and Hangkong Road. Nine small streets and alleys were transformed through investment at the municipal and district levels. The total cost was contracted by the district and subsidized by the city. At present, * * * has completed the repair of 400,000 yuan, covering an area of more than 2,300 square meters, and the asphalt maintenance area is 1 10 square meter.

2. Landscaping project. Carry out urban road greening transformation, improve the effect of road greening landscape, and replant 700 square meters of color blocks on the main roads in the central city. The park square was afforested, with 3,900 plants planted in the ancient city park and 7,800 plants planted in the forest park. The greening of Salonda Square was completely transformed, with an investment of 6.5438+0.03 million yuan. The renovation area is more than 20,000 square meters, and eight varieties such as ginkgo, osmanthus and Liquidambar formosana have been planted, which has improved the greening quality and grade of the square. Do a good job in urban greening management and maintenance to ensure the greening effect. We adopt the management modes of "responsibility to people", "responsibility to people" and "responsibility to power" for greening management and maintenance. And strengthen the supporting construction of greening, strictly check and accept the supporting greening of residential areas, ensure that the supporting area of residential areas reaches the standard, and improve the greening environment of residents. 3. Drainage works. Give priority to the dredging and reconstruction of drainage pipe network and strengthen the maintenance of pumping stations. In the first half of the year, 50,000 meters of pipe network was dredged, with more than 800 inspection wells/kloc-0 and 2,400 rain outlets. Complete the reconstruction of drainage pipe network in Taqiao Road, Hu Wen Park and Hongjiahuan Road, and replace 70 sets of manhole covers 1 and 200 manhole covers. On June 18 and July 1 8, there was a sudden rainstorm in the downtown area of our city, and the rainfall in three hours reached133mm and 90mm. Due to proper command, smooth drainage and effective drainage, urban primary and secondary trunk roads have basically not suffered from waterlogging, and urban drainage projects have withstood a rigorous test.

4. Village and town construction. Strengthen the assessment of key town construction. In May, the infrastructure construction, planning management and urban management of key towns in the whole city 10 were assessed, and the basic situation and economic strength of 9 pilot demonstration villages were investigated. Strengthen the quality guidance of rural housing construction, and distribute 2,600 excellent rural housing design schemes in Hubei Province, village planning and site selection opinions 1 10,000, and village construction project commencement permit free of charge to guide farmers in design and construction, so as to improve the quality of rural housing construction and the ability of earthquake resistance and disaster prevention. Continue to promote village construction and renovation, and start renovation of 56 demonstration villages. Fenghuang Village in Shashi District, as a pilot village of the Municipal Construction Committee, has a high starting point and distinctive features in new rural construction. Road construction, drainage, street lamps, greening and other supporting projects have been completed. At the same time, the application of famous historical and cultural towns in China has achieved results. Third, urban management has been strengthened and the appearance of the city has improved.

In the first half of the year, we will focus on improving the city appearance, actively explore the long-term mechanism of urban management, and strengthen the supervision of construction, real estate, survey and design industries, so that urban construction and management will be closer to the needs of citizens' work and life.

1, urban management. Efforts will be made to improve the appearance of the city and actively explore a long-term mechanism for urban management. We organically integrate the "three guarantees in front of the door", urban management and urban management supervision, implement the target responsibility area management for city appearance supervision and environmental sanitation, and vigorously implement the "three guarantees in front of the door" responsibility.

Implement the "three guarantees in front of the door" responsibility system for business owners and property rights units, and implement the road responsibility system. One member of the leadership team of the city appearance supervision detachment and the environmental sanitation bureau is responsible for the road, and the urban management team members and sanitation cleaning personnel sink to the road section, which is linked to the "three guarantees in front of the door" of the community. 2. Real estate development management. In accordance with the requirements of the state, provinces and cities for macro-control of the real estate market, we should pay close attention to market norms and standardize the behavior of development enterprises. Strengthen the adjustment of real estate development plan, strictly implement the "Eleventh Five-Year" residential construction plan for housing construction, and coordinate the adjustment of real estate development projects and low-rent housing construction. Give play to the guiding role of policies and give preferential policies to small and medium-sized apartment projects, affordable households and low-rent housing. Accelerate the construction of ordinary commercial housing below 90 square meters, hold small and medium-sized apartment design competitions, and increase the proportion of housing below 90 square meters in the city. Strengthen the construction of honest real estate enterprises and vigorously carry out the selection activities of honest real estate development enterprises. In the first half of the year, real estate showed a trend of simultaneous growth in development scale, sales volume and house price. By the end of June, the urban real estate development and construction area was 960,000 square meters, and the sales of commercial housing was 6,543,800 square meters.

3, survey and design and public utilities management. In the first half of the year, we completed the qualification verification of 35 survey and design enterprises in the city, issued rectification notices to 9 enterprises, and pre-examined the verification materials of 6 survey and design enterprises, which laid the foundation for the next implementation of new engineering design standards. Re-planned the city's construction drawing design document review institutions and improved the review system. In the first half of the year, * * * examined 40 copies of the construction drawing design document/kloc-0, with a total construction area of 480,000 square meters, and found that 470 mandatory provisions of the state were violated, thus ensuring the quality of the construction project from the source. Public utilities management, strengthen the supervision of gas market, strictly control the examination and approval of "two certificates", improve the access system of gas appliances, severely crack down on operators of fake and shoddy gas appliances, and ensure the safe use of gas appliances by citizens. Strengthen publicity and management of water saving, and raise the awareness of water saving of the whole people. Strengthen the quality supervision of gas engineering and water supply engineering to ensure the safety of gas supply and water supply. 4. Construction industry management. Mainly to rectify and standardize the order of the construction market, pay close attention to the supervision and management of the quality, safety and cost of construction projects, and strictly enforce the law in the construction market. In the first half of the year, the central city * * * handled 24 construction permit projects with an area of1916000m2, 70 projects under construction with a cost of 749 million yuan, 24 new quality supervision projects with a construction area of 209,000m2, and 13 projects won the "Chutian Cup" award, 6. Relying on the construction permit and completion acceptance record, a closed management mode is established to supervise the whole process of building energy conservation for all construction projects. At the same time, it is necessary to combine daily supervision with special rectification to ensure that the work of "banning real estate" and "banning cash" has achieved practical results. Vigorously cultivate new wall materials and key enterprises for building energy conservation. Implement market access system and product filing management. At present, there are 0/4 registered enterprises/KLOC-whose products include wall insulation materials, doors and windows, roof insulation materials, etc. , forming a production base of 400 square meters of calcium silicate board, 6.5438+0.8 million cubic meters of blocks, 200 million standard fly ash bricks and 70,000 cubic meters of aerated concrete blocks, which can basically meet the construction market demand of our city.

6. Increase the construction of sewage treatment and garbage disposal facilities. At the beginning of the year, we inspected the equipment of Hong Guang Sewage Treatment Plant, newly installed an online detection system, requisitioned 65,438+000 mu of land, built a sludge treatment plant, and invested 5 million yuan to improve the sewage collection system. It was officially handed over to China Water Group on April 1 day and put into commercial operation on April1day. At present, the daily sewage treatment capacity is 90,000 tons, and the effluent quality is basically up to standard, and the operation is normal. In order to further strengthen sewage treatment and improve the water environment, in the first half of the year, our city formulated the Work Plan for Urban Sewage Treatment in Jingzhou, and made overall arrangements for sewage treatment during the Eleventh Five-Year Plan period, striving to achieve a sewage treatment rate of 70% by 20 10. At present, it is planned to build three new sewage treatment plants in the central city of our city: Caoshi, Chengnan and Textile Industrial Park. Two sewage treatment plants, Caoshi and Textile Industrial Park, started construction in the second half of the year and were completed and put into use in 2008. Chengnan Sewage Treatment Plant was started in 2008 and put into use in 20xx. In terms of garbage disposal, the preliminary work of the construction of the compressed garbage transfer station in Wude North Road was completed, and the planning and design of the garbage transfer stations in Hongmen Road and Zhanglijiayuan were started. Jingzhou Jimei Waste Incineration Power Generation Project officially started on May 30, with a total investment of 240 million yuan, daily processing of 800 tons of domestic waste, and annual power generation of about 654.38 billion kWh. It is expected to be completed by the end of 2008. After the project is completed, it can meet the needs of domestic waste treatment in the central city and realize the harmless treatment of domestic waste.

4. The reform and restructuring of enterprises and institutions have progressed steadily.

The Construction Committee is one of the pilot projects for the reform of institutions directly under Jingzhou City. We put the reform of the whole system and the reorganization of enterprises and institutions as the top priority and put them on the important work agenda. According to the general requirements of the municipal party Committee, the municipal government and the provincial offices on the reform and restructuring of municipal public utilities, we have included 35 units in the scope of reform and restructuring, involving a total of 7728 employees. Among them, institution 16 involves 207 employees1person and enterprise 19 involves 5657 employees. By unblocking the channels of letters and visits, investigating and mediating contradictions and disputes, and strengthening ideological and political work, the contradictions caused by enterprise restructuring, real estate development, demolition of illegal buildings and urban management will be resolved in time, and emergency response plans will be formulated. At present, it has helped to resettle more than 100 employees in difficult enterprises, accepted 159 letters and visits from the masses, investigated more than 40 contradictions and disputes, and resolved 100 group letters and visits, effectively maintaining the stability of the whole system.

Five, the orderly development of spiritual civilization.

In the past six months, the whole system has attached great importance to the construction of party style and clean government and spiritual civilization while doing a good job in material civilization construction, and made great efforts to build a construction team with excellent style.

First, earnestly carry out activities to create civilized units and civilized industries. Take "eight to eight" as the content, cultivate employees' good professional ethics and show the good image of construction employees. Focusing on the implementation of "one law and two regulations", we will carry out "Safe Production Month" and "Civilized Construction Site" activities in depth to ensure safe and civilized construction and actively promote the establishment of civilization throughout the system.

The second is to establish a system of rules and regulations. We have specially set up a reception room for letters and visits to smooth the channels for letters and visits from the masses, and every month 15 is the director's reception day. Mainly due to the slow construction of urban infrastructure, the level of urban management needs to be improved, and the progress of reform and restructuring of enterprises and institutions is slow.

In the second half of the year, we will make persistent efforts, foster strengths and circumvent weaknesses, forge ahead, and focus on the following tasks:

First, scientifically formulate planning, strengthen management, and better enhance the regulatory role of planning. Further update the concept, speed up the revision of the master plan, improve the level of planning management, and scientifically guide the city, construction and management. In the management of planning implementation, we should establish and improve the planning inspection and accountability system as soon as possible, conscientiously implement the planning "four lines" management system, improve work efficiency and law enforcement management level, improve public awareness and transparency of planning, and make the planning implementation open, fair and just.

The second is to speed up the pace of urban infrastructure construction and focus on improving the urban greening coverage rate. Sixth, deepen the reform and restructuring of enterprises and institutions throughout the system, intensify the work of letters and visits, and earnestly safeguard the stability of the system. In the second half of the year, we will actively promote institutional innovation in accordance with the relevant requirements of provinces and cities.
