What does incomplete fees mean in the grading system of foreign universities?
Due to unforeseen but completely reasonable reasons, the school will give students an INC (incomplete authorization) for this course, and then students will have one year to make up the unfinished subject content. If it is not completed after one year, the course will be classified as "unfinished fee", which is equivalent to failing or having no credit.
