The general requirement of this opinion is to focus on the overall strategy of accelerating the construction of a national central city, a core city in the Yangtze River Economic Belt and an international metropolis, anchor the goal and task of building "five centers" and modernizing Wuhan, adhere to the people-centered development idea, follow the law of urbanization development, conform to the trend of industrial upgrading, population mobility and spatial evolution, and further deepen the reform of the household registration system according to the comprehensive carrying capacity and functional orientation of our city, so as to establish a people-oriented, scientific, efficient, standardized and orderly urban-rural integration pattern.
The opinions are clear, and there are six specific measures to adjust and improve the settlement policy:
1. Define the conditions for employees of imported enterprises to settle down. For large enterprises, headquarters enterprises, industrial R&D institutions, scientific and technological innovative enterprises and other related key enterprises and institutions approved by the municipal and district people's governments, if the registered capital is paid and the employees pay the basic old-age insurance for employees of enterprises in this city or the old-age insurance and personal income tax for institutions in this city, and have legally stable residences (including legally rented houses), they can apply for settlement. Enterprises and institutions that have moved into Wuhan within the organizational system may apply for settlement within the organizational system if they meet the above conditions.
2. Adjust the conditions for employment and entrepreneurship. Men under the age of 45 and women under the age of 35 who are not registered in this city are employed and started businesses in new urban areas (including Caidian, Jiangxia, Dongxihu, Huangpi and Xinzhou, the same below) and functional areas (including Donghu High-tech Zone, Wuhan Economic Development Zone (Hannan District) and Wuhan Chemical Industry Zone, the same below). After two years of employment and entrepreneurship, it is adjusted to be paid by the employment unit or individual (including flexible employees, the same below).
3. Adjust the settlement conditions. Couples and children who apply for household registration are adjusted to have legally stable residences (including legally rented houses) in this city. The requirements for applying for household registration in the central city (including Jiang 'an, Jianghan, Qiaokou, Hanyang, Wuchang, Qingshan, Hongshan and Donghu scenic spots, the same below) are relaxed from registered marriage for 5 years to registered marriage 1 year.
4. Adjust the conditions for college students to settle down and move with them. Actively promote college students and graduates to settle in China. The age conditions of college students remain unchanged, and college students' spouses and minor children can move with them.
5. Promote the normalization of points into households. Increase the score of "legally stable residence, years of social security payment and years of holding valid residence permit", and adjust the weight of basic indicators such as stable employment and stable residence from 50% to 60% of the total score to ensure that ordinary workers who have worked and lived in Han for a long time settle down. Explore the normalization application mechanism of points to households, and adjust it from centralized acceptance once a year to normalization acceptance. Applicants can settle down when they reach the required points.
6. Adjust the conditions for new urban household registration personnel to move into functional areas and central urban areas. New urban household registration personnel have their own property housing in the central urban area and functional areas, and those who have been employed and started businesses in the central urban area and functional areas for two years and have been adjusted to pay the basic old-age insurance for employees of enterprises in this city 1 year or more (excluding overdue payment) and have been operating normally 1 year or more can apply for settlement.
