Our city ranked first in the province in food safety assessment for 20 consecutive years. The US Food and Drug Administration has promoted our work experience twice. Secretary Li Qun instructed the Propaganda Department of the Municipal Party Committee to organize the media to publicize and report the supervision experience, and the provincial government publicized the measures to strengthen food safety management in our city. In June, the State Council Food Safety Office and US Food and Drug Administration will hold on-site meetings in Qingdao respectively to promote our experience in establishing a national food safety city and market supervision.
(1) Strengthen organizational leadership and build a unified and authoritative system and mechanism.
1. Establish an organizational leadership mechanism led by the party and government. The municipal government has always attached great importance to food safety. Since 20 18, Secretary Li Qun has investigated food safety twice. Mayor Zhang Xinqi has presided over six meetings to study and deploy food safety management. The municipal government will incorporate food safety management into the special content of the government work report, study and formulate 30 governance measures, and schedule the progress of the work every month.
2. Establish a unified and authoritative food and drug supervision system. In the first half of last year, the reform of food and drug supervision system in our city was completed. At all levels, the functions of the original quality supervision, industry and commerce, food and drug supervision and food safety office have been integrated, and new food and drug supervision institutions have been established. After the reform, the number of food and drug departments increased from 684 to 1660, and the supervision power increased by 136%. Among them, 1372 people were deployed to the grassroots front line, and the grassroots law enforcement force increased by 2.7 times compared with before the reform. The city has established town (office) level food and drug supervision stores 136, and established agricultural product supervision centers in 93 agriculture-related towns (offices), each with no less than 4 agricultural supervisors, and established a joint office mechanism with local food and drug supervision stores; At the village (community) level, more than 6,000 administrative villages and urban communities have established a team of coordinators, achieving full coverage of the "three-level government and four-level organization" supervision network.
3. Establish a strong financial input mechanism. In line with the principle of "investment safety", governments at all levels have included special funds for food safety supervision in their budgets to ensure that new institutions can perform their new functions. For three consecutive years, food sampling inspection has been included in municipal practical projects, and more than 60,000 batches of sampling inspection tasks have been arranged every year, and financial security funds at all levels have exceeded 654.38 billion yuan. Actively provide office space and law enforcement equipment for grass-roots supervision offices to ensure the smooth development of grass-roots supervision work.
(2) Adhere to strict governance and strengthen the high-pressure situation against illegal crimes.
In view of the frequent occurrence of illegal crimes, all relevant departments at all levels insist on law enforcement and handling cases as the top priority, highlighting heavy punches to rectify chaos and put an end to violations of law and discipline.
First, set goals with high standards and strengthen the implementation of assessment. The goal of law enforcement is clear step by step, decomposed into people, and the completion is assessed quarterly. In 20 18, the city * * * investigated 4987 illegal cases and fined 374 1 10,000 yuan, nearly half of the food and drug fines in the province, ranking first in 15 sub-provincial cities.
The second is to mobilize and deploy with high standards and clarify the key points of attack. 20 18 Deploy four special actions in the name of the municipal government, and give a mobilization speech by the deputy mayor. Focusing on the rectification of fake and shoddy products, illegal additions and unlicensed production and operation, * * * inspected more than 250,000 food production and operation units throughout the year, ordered to rectify more than 65,438 +0.6 million, and banned 443 illegal and illegal units. In view of the serious problem of spraying pesticides on "dried sweet fish" in the market, the city has arrested 25 suspects, and the pass rate of sampling inspection of dried seafood has increased from less than 70% to more than 90%.
The third is to strengthen the convergence of execution and adhere to public exposure. City, district (city) public security organs have set up specialized agencies for investigating food, drugs and environmental crimes, and cooperated closely with administrative organs to crack down on illegal crimes. 20 14 The public security organs took 343 criminal compulsory measures. The system of batch exposure of sampling results was implemented, and 473 unqualified sampling units were publicly exposed in many media, and all of them were punished.
(3) Grasp the problem orientation and explore the regulatory model with Qingdao characteristics.
In view of the new situation and problems in supervision, the deputy mayor in charge led a team to study in Hongkong, Taiwan Province and other places, and formulated and implemented 30 food safety control measures according to the idea of "Five Prevention and Control", initially forming a supervision mode with Qingdao characteristics.
1. Main body prevention and control. Enterprise is the cornerstone of food safety. In order to implement the main responsibility of enterprises, while strengthening the training and education of enterprises, the enterprise commitment system has also been fully implemented. All 88,000 licensed business households in the city have signed a letter of commitment, promising to abide by the law and ensure safety. Once there are illegal problems, they will take the initiative to suspend business for investigation and accept the ban of the industry.
2. Link prevention and control. Food safety is first "produced", so it is necessary to strengthen the source management of aquaculture. First, the management of agricultural inputs has been strengthened. The designated management of highly toxic pesticides in the city was reduced from 100 to less than 38, and highly toxic pesticides were purchased by real-name registration system, with 100% traceability. Second, agricultural standardization has been strengthened. The city has certified 604 agricultural products with "three products and one standard", including 46 agricultural products with geographical indications, ranking first among sub-provincial cities in China. Third, the quality and safety supervision of livestock products has been strengthened, especially the detection of "two diseases" of dairy cows, and the milk delivery and collection system of dairy farms and stations with the "Certificate of Monitoring Brucellosis and Tuberculosis in Dairy Cows" has been implemented, thus ensuring the quality and safety of raw milk from the source. In addition, marine and fishery, forestry, import and export ports have also established supervision mechanisms.
Circulation is the "bull nose" of food safety. Grasping the supervision of circulation links can not only force production enterprises and farmers to strengthen source control, but also control the safety risks of downstream catering enterprises. Four measures have been taken: first, on-site supervision has been implemented. In view of the characteristics that the sales volume of agricultural products in Fushun Road, Huazhong Road and Chengyang accounts for 80% of the urban area, three market supervision offices have been set up respectively, and on-site supervision by special personnel has been implemented. Among them, Chengyang market is equipped with staff 10, which solves the problem of 300 square meters of office space and becomes a model in the city. The second is to implement the market quality margin system. Large and medium-sized agricultural products wholesale market, according to the scale of 300-500 thousand yuan deposit; Other markets charge 50,000-300,000 yuan respectively. For the illegal acts in the market, in addition to dealing with the operators according to law, the deposit of the market organizers should also be deducted, and their management responsibilities should be investigated to strengthen the management of the market organizers on the operators in the market. At present, the city * * * collects the quality deposit 1 1.57 million yuan. The third is to implement the most stringent delisting policy in the country. If the supermarket fails to pass the sampling inspection, it shall not enter the market within three years; Two unqualified, life-long ban; If the wholesale market fails to pass a random inspection, it shall not enter the market within one year; Those who fail twice shall not enter the market within three years; Those who fail three times are banned for life, which gives market supervision a "trump card". Up to now, more than 50 market operators in the city have been delisted. The fourth is to implement strict inspection and testing and the destruction system of unqualified agricultural products. It is required to inspect every vehicle and variety of agricultural products that enter the market, and to inspect seasonal and high-risk varieties of dishes of the same train, the same variety and multiple batches. Over the past year, * * * has detected more than 65,438,000 tons of unqualified agricultural products and destroyed them all. After a year of treatment, the qualified rate of food circulation in the city has increased from less than 92% to 95%.
3. Process prevention and control. First, try out the certificate of origin system for agricultural products, stipulating that edible agricultural products must have a certificate of origin before entering the market to ensure traceability. The second is to implement the "one-ticket-pass" system in all aspects of production, circulation and catering to ensure the traceability of the flow. The third is to implement the "bright kitchen and bright stove" project for catering units. Consumers can watch the kitchen processing process through glass curtain walls and lobby display screens. You can also monitor it in real time through the website and mobile phone WeChat. Up to now, 4,752 catering units in the city have implemented the "Bright Kitchen and Bright Stove" project, and it is planned to increase 1500 this year, basically achieving full coverage of school canteens and medium-sized catering units. Over the past year, there has not been a collective food poisoning accident in these lighting units, and the pass rate of sampling inspection is close to 100%.
4. Business prevention and control. Adhere to the combination of norms and guidance, and comprehensively manage high-risk formats such as small workshops and small restaurants. Formulate measures for the supervision of small workshops and implement record management for small workshops; It is planned to build a centralized processing park for small food workshops 10, with a total area of about 50,000 square meters, and gradually realize the intensive production, standardized management and standardized market access of small food workshops. In view of the problem that most small restaurants operate without a license, the supervision measures for small restaurants have been formulated. Judging from the reality, the threshold for issuing certificates stipulated by the state has been lowered, and small restaurants have been included in the scope of supervision. In 20 18, * * issued 2 194 licenses to unlicensed small restaurants, rectified 1200 restaurants within a time limit, and banned 264 unlicensed small restaurants. The consumer complaint reporting rate decreased by 2 1.2% year-on-year.
5. Variety prevention and control. Strengthen the key control of high-risk varieties and implement "one ban and two essentials": prohibit the sale of key varieties such as bulk edible oil, soy sauce and vinegar; Infant formula milk powder, critical shelf life food, genetically modified food, etc. Must be sold at the counter; All catering units must publicize the use of genetically modified foods to ensure the food safety of citizens.
(four) to strengthen publicity and education, to mobilize the whole people to build food safety.
In accordance with the principle of "expanding coverage, improving feelings and enhancing sense of security", we will persist in deploying and promoting publicity, education and supervision, and strive to build a pattern of social governance of food safety.
1. Use the media skillfully to guide public opinion. Take the media as an important channel for the government to communicate with the public and create a harmonious public opinion environment. First, jointly formulate and issue opinions on strengthening food safety publicity with the Propaganda Department of the Municipal Party Committee, further standardize media reporting behavior, and avoid social panic caused by false reports and negative hype. Second, it signed a news linkage agreement with the relevant media, stipulating that the media should immediately notify the regulatory authorities when they find illegal clues, and jointly investigate and deal with them, and should not report them first, thus reversing the passive situation that reporting leaks affects the investigation of cases, and the regulatory authorities always find and investigate problems after the media. Third, insist on active voice, actively organize reports, and control information through dissemination of information. Over the past year, * * * has published more than 6,000 articles, which basically controlled the trend of public opinion. In particular, two white papers on food safety were released, which comprehensively reported the stable and good food safety situation to the public, publicized all the qualified rates of key links, varieties and formats, and quoted experts' authoritative views to interpret common misunderstandings, giving the public a "reassuring".
2. Create a publicity platform. On the one hand, according to the principle of "food safety is in internet plus", the official WeChat of food supervision was launched, and it also has the functions of "live broadcast, food safety data query, complaint reporting acceptance and so on, creating a new media platform for young and middle-aged people. On the other hand, the traditional positions have been consolidated, reaching three 100%: the publicity coverage of villages (cooperatives)100%; Publicity coverage rate of key supervision places100%; All media coverage rate 100%, mobilize all citizens to participate in the ranks of food safety supervision.
3. Construction of popular science projects. Organize food safety activities in schools, communities, institutions, enterprises and families. Start the "School Bus Food Safety Classroom" project, and distribute popular science manuals, popular science animations and popular science knowledge to 654.38+0.2 million primary and secondary school students on the school bus. At the same time, food safety knowledge will be included in the health education curriculum of primary and secondary schools in the city, with no less than 14 class hours per semester, and the awareness rate of basic food safety knowledge of primary and secondary school students will be no less than 85%. 4. Explore rapid inspection services. In order to make it convenient for citizens to know whether the food they buy is safe at their doorsteps, 2 1 permanent quick inspection points have been built on the basis of the activity of "quick inspection into the market and into the community" to provide consumers with face-to-face food quick inspection services. Before the end of the year, the convenience quick inspection team will basically cover all major supermarkets and large and medium-sized farmers' markets in the city.
