Law School of Renmin University of China successfully held "20 16 Seminar on Climate Change Legislation". This seminar was co-sponsored by the Law School and the Peng Zhen Foundation for Democracy and Legal Thought Research and Education, and co-sponsored by the China Renmin University Base of the Supreme People's Court Institute of Environmental Resources Theory and the Environmental Resources Law Research Association of Beijing Law Society.

The conference held by the Law School of Renmin University of China focused on "The Situation and Tasks of Climate Change Legislation in China after the Paris Conference". Environmental law scholars from China Renmin University, Tsinghua University, China University of Political Science and Law, China Ocean University, capital university of economics and business and other universities, as well as experts from relevant departments such as Center for Strategic Research and International Cooperation on Climate Change, Peng Zhen Democracy and Legal Thought Research and Education Fund, the Supreme People's Court Environmental Resources Trial Chamber, Beijing Law Society Environmental Resources Law Learning and Research Institute, National People's Congress Environmental Protection Committee Bill Office, Development Research Center Resources and Environmental Policy Research Institute, Law Magazine, and professors Li Yanfang, Zhu Xiao and Yang Xiaoqing from our college.

Under the auspices of Professor Zhou Ke from the Law School of Renmin University of China, the seminar was conducted enthusiastically and orderly. First of all, President Han Dayuan and Ms. Liu Na, representing Vice President Fu Yang, delivered speeches as representatives of the organizers. Dean Han affirmed the significance of this seminar and expressed his views on environmental protection, the development of environmental law, climate change and other issues. Ms. Liu introduced the Peng Zhen Democracy and Legal Thought Research and Education Fund, and expressed her support and recognition for this seminar on climate change legislation.

This seminar is divided into three parts. In the first part, Li Junfeng, the speaker and director of the National Center for Strategic Research and International Cooperation on Climate Change, gave a speech on "The Situation and Tasks of Climate Change Legislation in China after the Paris Conference". Director Li focused on the problems that have been solved, the problems that still need to be solved and China's contribution. Director Li pointed out that the biggest contribution of the Paris Agreement is to enable countries to cope with climate change on the premise of independent contribution, and made an in-depth analysis of the legally binding issue of the Paris Agreement, holding that China should base itself on global legislation to cope with climate change.

In the second part, other experts and scholars will make key speeches. First of all, Director Dānlín of the Bill Office of the Environmental Protection Committee of the National People's Congress made a speech with the theme of "Legal Issues of Climate Change in China". Taking Britain, Japan, South Korea and other countries as examples, Director Lin introduced the legislative model and style of climate change in detail, and thought that China's current climate change legislation should reflect China's national conditions, China's characteristics and solve China's practical problems. Then, Chang Jiwen, director of the Institute of Resources and Environmental Policy of the Development Research Center, made a speech on "China's independent emission reduction commitment and the conclusion of the Paris Agreement", arguing that China should adopt a more appropriate negotiation method to deal with climate change; Although the Paris Agreement is of progressive significance, it may not be effectively implemented for many reasons. Next, Professor Wang Canfa from the School of Civil and Commercial Economics of China University of Political Science and Law gave a speech on "Legislative Suggestions on Climate Change in China". Based on his own legislative experience, Professor Wang Canfa introduced the background, content and controversial focus of the drafting of climate change-related laws in detail, and deeply analyzed five issues, such as whether it is necessary to introduce a climate change response law as soon as possible, whether there are clear objectives in legislation, which management systems should be included in the law, whether international cooperation chapters are needed, and how the climate change adaptation system can be linked with other legal issues. Subsequently, Professor Xu of China Ocean University gave a speech entitled "Right to Equality, Right to Development and Responsibility for Climate Change". Professor Xu expounded the principle of * * * the same but differentiated responsibility from three aspects: historical emissions, legal priority needs and people who can afford more work, and then put forward the principle of "equal development opportunities", that is, a country's development level should be directly proportional to its responsibility for climate change. After that, Professor Cao Mingde from the School of Civil and Commercial Economics of China University of Political Science and Law gave a speech on "Research on the Implementation of the Paris Climate Agreement", analyzed the pros and cons of whether the Paris Agreement is legally binding, and put forward opinions on the calculation of the carbon market. Finally, Professor Hou from the School of Civil and Commercial Economics of China University of Political Science and Law gave a speech on "Human Rights Law and International Climate Negotiation", analyzed the international climate change response from a new perspective of negotiation, and gave a detailed explanation with the help of human rights law.

The third part is the discussion and summary stage. Experts and scholars attending the meeting made active speeches, expressed their unique views on climate change legislation, and conducted in-depth analysis on issues such as carbon market and carbon tax. Professor Wang Mingyuan, Professor Yang Xiaoqing, Lawyer Luan Zhengming and Manager Sun Wei of the German Rosa Luxemburg Foundation also made speeches. At the conclusion of the meeting, Professor Zhu gave a positive evaluation of this seminar, and thought that the pragmatic style displayed by environmental law experts and scholars at this seminar was very beneficial to the smooth development of climate change legislation.

Finally, Professor Zhou Ke thanked the distinguished guests for their wonderful speeches and hoped that experts and scholars would continue to participate in the research and discussion in the field of climate change legislation.
